Once, while playing drums in the middle of the night, I suddenly heard footsteps in the distance. He looked intently and saw a man walking by in the thin shadow of the waning moon. So he crept behind, and when he was near the palace gate, Lv Heng 'an stepped forward and stopped him, so the two men fought, and the outcome was hard to tell for a long time. Suddenly, Hengan threw his hands back and his legs swept away, trying to kick the other side down, but the man jumped up and left quickly. Lv Hengan quickly got up and recovered, but the man had entered the palace gate. Hengan dared not enter the forbidden area without authorization, and quickly ran back to the building to inform his colleagues. According to Heng 'an's description of each other's skills, and knowing that the emperor likes to visit privately in incognito, the Manchu tells the truth, and everyone is scared to death. The next day, when the imperial edict came out, Hengan immediately showed his guilt. Say that finish, resolutely into the palace to meet you .. Jiaqing emperor not only did not blame, but praised. (Qingping County Records, Volume 9, page 79) In the twelfth year of Daoguang (1832), heavy rains continued and floods poured down the upper reaches of the Yangtze River. All the counties around the provincial capital were flooded, forming a Zeguo. Thousands of victims helped the old and took care of the young, and fled in all directions, some on rafts made by the police, and some on driftwood, until they drifted outside the walls of the provincial capital. The streets and alleys are full of victims, and there is almost no place to live. Even the porridge factory can't be opened. The victims were hungry and scrambled for food, and the social order was in chaos. This situation is understandable, but some lawless people take advantage of the fire to rob, so it should not be underestimated. Lv Heng 'an led the officers of each battalion and county to patrol day and night to arrest and suppress, but the provincial capital was vast and often neglected one thing and another. Lv Heng 'an said: "At this time, the poor are refugees, but they can suffer from raping people. If the refugees are properly placed, the traitors have nothing to borrow. Among the refugees who asked the soldiers to change clothes, the crowd shouted' school relief!' Refugees will come out. The school site is high and wide, which can accommodate it. My Lord, send a virtuous man and give me money and rice. The camps and counties are still fighting at the gate. Since the suspect was attacked, he was convicted of rape in the city. hell to pay. The constitution can be discussed and followed. (See the book A Journey to Lv Heng 'an in the National Library, 168). Lv Heng 'an's suggestion that refugees and traitors should be distinguished first, and then the local authorities should be rectified after the overall situation is stable is very effective. In less than half a day, the city was stable and more than a dozen robbers led by them were arrested. These people are idle people in the city and were immediately punished by law.
The haze on one side clears and the dark clouds on the other side rise. No sooner had the city stabilized than the news of the crime came before it could catch its breath. The goods of three merchant ships from the north were robbed by robbers, with more than 1000 robbers. Fujun immediately ordered Lv Heng 'an, who had never commanded the water army, to lead the water army directly under the battalion to suppress it, and called on all soldiers to obey Lv Heng 'an's command. At the critical moment, Lu Heng 'an was ordered to let the navy speed up the ship and get to the incident site. This place is empty, and local soldiers are unwilling to tell the truth when asked in time. Lv Heng 'an knew that these soldiers were locals. Out of affection, he refused to tell the actual situation. He stood by the boat and deliberately shouted, "Don't talk during the day, I'll teach you to land at night." When the sun was about to set, a dozen squire-like people came to visit. They said that the flood flooded their homes and there was nothing to eat. When the victims saw the arrival of the merchant ship, they originally wanted to beg for something to eat. Unexpectedly, there were a large number of people, and the shipowner and cargo owner thought it was a robbery and abandoned the ship and fled. Afraid of the loss of the goods on board, they moved home for safekeeping and returned them to others when the owner came back. Ask adults to allow them to return the goods. If you want to arrest people, you must come out as required and let adults handle them. Lv Heng 'an agreed to their request for return, but didn't take anyone with him. He is very sympathetic to the victims and takes full responsibility. He didn't take the prisoner to work and voluntarily confessed to his superiors. Zhong Cheng said, "What's wrong with your kindness? There are doubts about this case. To deal with Meng Lang, unless you put your life at risk, you will cause trouble. Therefore, the person who appointed you knows that you are considerate and kind. Sure enough. Now that the goods are complete, the case can be closed. Even soldiers can be saved. " (See the book Travel Notes of Lu Heng 'an in the National Library 168. )
Since then, these officials have recommended Lv Heng 'an to the Liangjiang General System, but the General System has been prevaricating on the grounds that there are suitable candidates. Zhong Cheng was furious and said, "The right to reward and punish criticism in the camp is not right. Why use people? " I wanted to complain, but under the persuasion of my colleagues, the matter was dropped.
In August of the 14th year of Daoguang, Lv Heng 'an was promoted to the Sino-British Guerrilla in Tingzhou, Fujian, and left his post to report to the Ministry of War. The local people who came to see me off when they heard the news, together with their colleagues and soldiers, "flowed for dozens of miles to those who were deeply moved and shed tears" (Travel Notes of Lu Heng 'an, page 169).
