" In 20 12, the Ministry of Science and Technology launched the "Science and Technology Benefiting the People Plan", and put forward a national science and technology plan for the grassroots, relying on scientific and technological progress and mechanism innovation to accelerate the transformation and application of scientific and technological achievements in the field of social development. Mainly support the grassroots to carry out the transformation and application of advanced technological achievements and the integrated demonstration and application of advanced and applicable technologies around the scientific and technological fields closely related to social management and social development, such as population health, ecological environment and public safety, so as to enhance the level of science and technology and promote the demonstration of social management innovation. In order to ensure the smooth implementation of the plan, the Catalogue Guide of Advanced Scientific and Technological Achievements of the Science and Technology Benefiting the People Plan was issued, covering four major areas, namely population health, ecological environment, public safety and urban development, 18, 154 1 item. The Ministry of Finance and the Ministry of Science and Technology jointly issued the Measures for the Administration of Special Funds for Benefiting the People through Science and Technology, and carried out the declaration, project establishment, research and promotion activities of benefiting the people through science and technology. After that, under the active promotion of the plan of benefiting the people through science and technology, local governments at all levels have successively carried out in-depth and extensive work of benefiting the people through science and technology.

Colleges and universities shoulder three functions: talent training, scientific research and serving the society. In fact, the ultimate goal of talent training and scientific research is to better serve the society, people's livelihood and promote development. Under the general trend of actively developing science and technology to benefit the people of the whole country, how to give full play to the advantages of science and technology and think tanks, realize the transformation from discipline orientation to service demand orientation, actively explore the content, explore the ways and methods of benefiting the people through science and technology based on the research fields and characteristics of different disciplines and specialties in schools, and give full play to the main role of colleges and universities in implementing the plan of benefiting the people through science and technology.

With the rapid popularization and application of modern network information technology, network information has penetrated into all aspects of people's work and life, and network reading, network consultation and network communication have become the main contents of people's social life. University library is not only the center of knowledge information collection and creation, but also the main window and platform for schools to contact society and serve people's livelihood. It is an important way for colleges and universities to give full play to their social service functions by relying on the advantages of science and technology and think tanks in university libraries to build an information service system platform for benefiting the people through science and technology under the network environment.

Second, the content of the service system of benefiting the people through science and technology in colleges and universities

According to the fields and contents involved in China's plan of benefiting the people through science and technology, combined with the advantages and characteristics of different types of universities in disciplines, majors, talents, science and technology, and facing the huge demand of people's livelihood projects, the service system of benefiting the people through science and technology in universities should include the following aspects:

1. Enriching the people with science and technology

Increasing people's income and constantly improving people's material and cultural living standards are not only the basic requirements for expanding domestic demand and transforming the mode of economic growth, but also the important goal of benefiting the people through science and technology. At present, the primary task of the work of benefiting the people through science and technology is to give priority to the implementation of the project of benefiting the people through science and technology, rely on scientific and technological innovation and progress, vigorously promote the development of advantageous industries with regional characteristics, accelerate the cultivation and development of strategic emerging industries suitable for local characteristics, transform traditional industries with modern high technology, gradually enhance the competitiveness of traditional industries, guide the adjustment of regional industrial structure and the transformation of economic development mode, and promote the leap-forward development of regional economy and society.

2. Science and technology for the people

Strengthening the people through science and technology aims to continuously improve the medical and health care capabilities of society and grass-roots organizations by promoting the application and popularization of relevant scientific and technological achievements, thus improving the health level of the general public. In the Catalogue Guide of Advanced Scientific and Technological Achievements of Science and Technology Benefiting the People Program issued by the Ministry of Science and Technology, hundreds of scientific and technological popularization projects involving medical devices, clinical medicine and translational medicine, traditional Chinese medicine and ethnic medicine, public health and national fitness and health services have been identified. Relying on its own advantages and characteristics, colleges and universities should integrate resources and strength in all aspects and actively promote the application and promotion of people's health projects, which is an important content of benefiting the people through science and technology in colleges and universities.

3. Science and technology protect people

Protecting people through science and technology aims to continuously strengthen and improve the living conditions and environment of the general public through scientific and technological means, including ecological protection and restoration, environmental pollution control and governance, clean production and circular economy, food safety, natural disaster prevention and control, social safety and production safety, urban low-carbon development and energy conservation and emission reduction, new and renewable energy utilization, social management and services, etc. Different types of colleges and universities have distinct industry backgrounds and characteristic disciplines, and can carry out relevant scientific and technological support and achievements promotion, and show their talents in their respective fields of scientific and technological services to protect the people.

4. Educating people through science and technology

The purpose of educating people by science and technology is to give full play to the main role of knowledge information center, scientific development transformation base and scientific popularization window in colleges and universities, actively carry out scientific poverty alleviation and popular science activities, and constantly improve the cultural knowledge level and scientific literacy of the general public, so as to improve their scientific awareness, scientific absorption and scientific citation ability, which is also an important purpose of the activities of benefiting the people by science and technology. It is the advantage and specialty of colleges and universities to organically combine scientific research, scientific popularization, scientific training and scientific popularization. It is an important way for colleges and universities to carry out the education of science and technology for the people by actively docking the Huimin project in the development of science and technology, actively docking the Huimin project in the popularization of science and technology, strengthening the combination with Huimin activities in the consultation and training of science and technology, and widely reaching the masses in the popularization of science and culture.

Thirdly, the overall framework of the network information service platform system for benefiting the people through science and technology in university libraries.

According to the needs and requirements of science and technology determined by the national science and technology benefiting the people plan, combined with the service content system of university science and technology activities, based on the advantages of university science and technology and think tanks, with the open service of university library as the window and modern network information technology as the means, the overall framework of university library science and technology benefiting the people network information service platform can be established (Figure 6-7).

The general idea of this framework is: relying on the basic conditions of different types of colleges and universities, such as industry background and academic advantages, planning and formulating the overall implementation plan of benefiting the people through science and technology, and planning and formulating the specific service areas, directions and service contents of benefiting the people through science and technology from four aspects: enriching the people through science and technology, strengthening the people through science and technology, protecting the people through science and technology and educating people through science and technology; Focusing on the service content, from the aspects of promoting economic development and upgrading industrial structure, improving medical and health care level, improving living environment quality and living conditions, and strengthening scientific consultation and popularization activities, this paper explores different ways and means to benefit the people through science and technology, so as to realize the improvement of the income level, health status and quality of life of the general public and the sublimation of cultural literacy, so as to realize the ultimate goal of colleges and universities serving the society and people's livelihood.

Four, the typical university science and technology Huimin network information platform system construction

Different types of colleges and universities, because of their strong industry background and distinct advantages and characteristics of disciplines and specialties, will inevitably go through a process of docking, positioning and integrating their own advantages with the service needs of benefiting the people when building their own network information service platform system of science and technology. On the basis of scientific refining and planning of specific service areas, service directions and service contents, we will build a service system that benefits the people through science and technology with accurate positioning, distinctive features and efficient operation. Shijiazhuang Institute of Economics (formerly Hebei Institute of Geology) is one of the five institutions of higher learning under the former Ministry of Geology and Mineral Resources. In the process of cultivating geological and economic management talents for the land and resources industry for a long time, a multidisciplinary university with the advantages of geological and economic management, science, engineering, economics, management, literature, law and art has been formed. A large number of scientific and technological achievements have been accumulated in the fields of mantle branch structure and geological prospecting, numerical simulation of groundwater seepage and water resources allocation, geochemistry and agricultural geology, photoelectric information and earth exploration technology, regional mineral geological survey, resource environment and sustainable development, land resources development and management, budget management and internal control of resource-based enterprises, laws and regulations on land resources exploration and development, land resources planning and management, and gem and mineral processing. According to the actual situation of our school, we can build a network information service platform system that benefits the people through science and technology.

The system consists of the following five parts: ① discipline and specialty system. According to the hierarchical relationship of school disciplines, research fields and directions, research topics and research contents, different levels of scientific and technological service support for benefiting the people are determined. Judging from the overall characteristics of the planning and design services of this network information service platform, although it mainly relies on geosciences, economic management and humanistic law in general, this support can be further subdivided into more specific objects (including specific disciplines, research fields and directions, research topics and research contents) and researchers (including research echelons, academic leaders, academic backbones and various participants). The planning and design of the network information service platform should focus on the research fields of disciplines and majors dominated by the school, and on this basis, take into account the overall support and personalized support of all disciplines and majors; ② Service center system. According to the functional requirements, the center is divided into enriching people's science and technology service center, strengthening people's science and technology service center, protecting people's science and technology service center and educating people's science and technology service center. The service center for enriching the people through science and technology mainly provides scientific and technological needs aimed at promoting regional and industrial economic development and industrial economic transformation and upgrading; Science and technology health service center is used to provide various scientific and technological materials, data and information resources for people's health care; Science and technology service center mainly focuses on scientific and technological support in ecological environment and geological disasters; Science and technology education service center focuses on the service activities of science and technology consultation and science popularization; ③ Service platform system. According to the functional division of the above service center system, interactive platforms such as resource exploration and development, geochemistry and health care, environmental governance and ecological protection, scientific popularization and service consultation have been established in turn. Through these platforms, the contents and functions of different scientific and technological information services can be modularized; ④ Service information system library. According to resource exploration, resource development and utilization, transformation of scientific and technological achievements, geochemical interpretation of endemic diseases, geological disaster early warning, geological disaster management, mine ecological environment restoration and other aspects, special professional system libraries are set up to meet different service needs. Of course, this system library can increase the corresponding system library according to the actual needs of different universities and different disciplines to serve the people. ⑤ Library network information guarantee system. It includes service basic condition analysis, service demand analysis, business layer construction, knowledge base construction, system maintenance and update and other functions. In order to give full play to the advantages of library network information and ensure the service demand positioning, system analysis and design, database construction, system link, system maintenance and update of the network information service platform for benefiting the people through science and technology.

Problems needing attention in the construction and operation of verb (abbreviation of verb) service platform system

First, give priority to the development and focus on the development of advantageous and distinctive service platforms. There are many disciplines in colleges and universities, so the research, design and development of the network information service platform for benefiting the people through science and technology cannot be carried out in all disciplines and majors. It is necessary to combine the disciplines and majors with advantages and characteristics in our school with the areas and scope where scientific and technological achievements are mainly concentrated, and give priority to and focus on the construction of disciplines and majors with obvious advantages, wide application and obvious effects.

Second, through the inter-school alliance, we can achieve complementary advantages. On the basis of the development and construction of the network information service platform of science and technology benefiting the people in various schools, through the network link between the inter-school alliance and the library, we can enjoy the resource advantage, expand the application scale and scope of the network information service platform in various schools, and improve the use effect of the information service platform;

Third, pay attention to the division of labor and cooperation among various departments. The planning, design, development, construction and operation of the network information service platform is a complex system engineering, which requires the joint action of scientific research institutions, libraries, professional departments, modern education technology centers and other relevant departments. Close division of labor and cooperation are carried out from the aspects of system planning, analysis and design, collection and integration of network information resources, formulation of technology-benefiting scheme, determination and requirements of service content system, technical support for platform system design and development, etc., to ensure the construction and operation of the network information service platform.

Fourth, pay attention to the enrichment, update and perfection of the system information of the service platform. The implementation and operation of the network information service platform for benefiting the people through science and technology is a dynamic construction process. With the passage of time and the change of the objective situation, its related structure and content need to be revised, enriched, updated and improved continuously to ensure the applicability and sustainability of the system and realize the continuous updating and upgrading of the system, so as to adapt to the effective and in-depth development of the activities of benefiting the people through science and technology in schools.
