The publishing business license shall be handled by the administrative department of press and publication. According to the laws of our country, the General Administration of Press and Publication is responsible for supervising and managing the national publication distribution activities and formulating the development plan of the national publication distribution industry. The administrative departments of press and publication of provinces, autonomous regions and municipalities directly under the Central Government shall be responsible for the supervision and management of publication distribution activities within their respective administrative areas, and formulate development plans for the publication distribution industry of the provinces, autonomous regions and municipalities directly under the Central Government. The administrative department of press and publication of the people's governments below the provincial level shall be responsible for the supervision and management of publication distribution activities within their respective administrative areas.
