In order to implement the deployment of decentralization and decentralization, optimize the coordinated promotion of services, reduce the repeated certification and supervision of catering enterprises, effectively reduce the burden on enterprises, further clarify and strengthen the regulatory responsibilities, and ensure food safety, we hereby make the following decisions:
First, cancel the hygiene license of catering service places and public places.
Cancel the hygiene licenses issued by local health departments to restaurants, cafes, bars and teahouses, and integrate the contents of food safety licenses into the food business licenses issued by food and drug supervision departments, which will permit and supervise them.
Two, standardize and improve the management of food business license
After canceling the hygiene license for public places in catering service places, food and drug supervision departments at all levels should earnestly implement the supervision responsibility for catering enterprises, further standardize the approval and issuance of food business licenses, carry out pre-examination according to laws and regulations, prepare service guides, formulate internal review rules, optimize the approval process, shorten the approval time limit, implement the time limit commitment system, and strive to improve the efficiency of accreditation.
Third, strengthen the supervision of catering service places.
Local food and drug supervision departments should strengthen the supervision of catering service places, improve supervision methods, establish a credit system, and improve the scientific spot check system, responsibility traceability system, blacklist system and market exit mechanism. , to ensure food safety in catering service places. The food and drug supervision department shall promptly notify the health department after receiving the report on the epidemic situation and hidden dangers of infectious diseases. The health department shall actively monitor, collect, analyze, investigate and verify the epidemic situation of relevant infectious diseases, and take preventive and response measures according to the Law on the Prevention and Control of Infectious Diseases and other laws and regulations.
The Health and Family Planning Commission and the Food and Drug Administration should jointly formulate specific implementation measures, clarify the specific time limit for completing the integration and adjustment work in various places, and clean up and revise relevant departmental regulations. The General Office of the State Council will timely organize supervision and urge all localities to implement the reform requirements within the prescribed time limit.
This decision shall come into force as of the date of issuance. If the existing provisions are inconsistent with this decision, this decision shall prevail.
