Article 2 These Regulations shall apply to the administration of city appearance and environmental sanitation within the administrative area of this Municipality. Article 3 The people's government of a city shall incorporate the cause of city appearance and environmental sanitation into the national economic and social development plan. Fourth city appearance and environmental sanitation work should follow the principles of unified leadership, hierarchical management, public participation and social supervision.

Shijiazhuang city management department is responsible for the management of city appearance and environmental sanitation within its administrative area. City, district, county (city) city management department belongs to the city appearance and environmental sanitation supervision organization and street, town appearance and environmental sanitation full-time management and supervision personnel responsible for daily inspection and supervision. Article 5 The people's government of a city shall strengthen the publicity and education of laws, regulations and scientific knowledge on city appearance and environmental sanitation, raise citizens' awareness of environmental sanitation, and develop good hygiene habits.

Any unit or individual shall maintain the city appearance and environmental sanitation, and shall not hinder or obstruct the city appearance and environmental sanitation staff from performing their official duties. Anyone who damages or destroys the city appearance and environmental sanitation has the right to discourage and report. Chapter II Management of Urban Appearance Article 7 Urban buildings and facilities shall meet the standards of urban appearance stipulated by the state and this Municipality.

The property owners or managers of buildings, structures and other facilities on both sides of the street shall maintain and clean them in time.

The facade decoration of buildings on both sides of city streets shall conform to the standards of city appearance. Article 8 Materials, buildings, structures or other facilities shall not be stacked on both sides of streets and public places. Due to special needs such as construction, it is necessary to obtain the consent of the urban management department and go through relevant procedures according to regulations. And should be kept clean and tidy, accept supervision and management.

Temporary establishment of stalls and parking lots on both sides of the street shall be subject to the consent of the urban management department and go through the examination and approval procedures in accordance with relevant regulations. Each operator shall set up a stall in accordance with the prescribed scope, place and time, and keep it clean and tidy within five meters around the stall.

It is strictly forbidden to occupy roads and public places for open-air barbecue.

Outdoor shops are prohibited on both sides of city streets and around squares. The establishment of large-scale outdoor advertisements must obtain the consent of the urban management department and go through the examination and approval procedures in accordance with relevant regulations.

It is forbidden to depict, scribble or post publicity materials and slogans on trees, buildings, structures or other facilities. If it is necessary to temporarily post or hang promotional materials or slogans on trees, buildings, structures or other facilities due to special circumstances, it shall be posted or hung within the specified time and scope with the approval of the urban management department. Tenth vehicles driving in urban areas, should keep the vehicle clean and tidy. When transporting bulk and fluid articles, they must be tied firmly and sealed tightly, and they must not fly and leak along the way.

Passenger vehicles shall be provided with invalid ballot boxes, and drivers and passengers shall not spit or litter along the way.

All kinds of vehicles are parked in an orderly manner, and the storage site is kept clean and intact, which shall not affect the appearance of the city.

It is forbidden to clean vehicles in the street. Engaged in vehicle cleaning operations, should keep the business premises clean and tidy, and take measures to prevent sewage outflow or waste scattering. Eleventh city municipal public facilities should be coordinated with the surrounding environment, maintain and keep the facilities intact and clean. Twelfth street trees, flower beds, green spaces, etc. , should be kept clean and beautiful. Leaves, dregs and weeds produced by dead trees and dead branches shall be removed by the management unit at any time. Thirteenth city engineering construction site materials, machines and tools should be placed neatly, muck should be removed in time; Street site must be paddock operation; The shutdown site should be sorted out in time and covered when necessary; After completion, the site shall be cleaned and leveled in time. Chapter III Management of Urban Environmental Sanitation Article 14 No spitting, littering of peels, stones, waste paper, cigarette butts and other sundries, and no defecation.

No dumping of sewage and feces. Fifteenth urban environmental cleaning (including snow removal), in accordance with the following provisions, the implementation of the division of labor responsibility system:

If the cleaning service project paid by financial funds meets the bidding conditions, the urban management department shall determine the operation service enterprise through bidding.
