Regulations of Laibin Municipality on the Administration of Public Cultural and Sports Facilities
Article 1 In order to strengthen the opening, service and management of public cultural and sports facilities, give full play to the functions of public cultural and sports facilities, prosper cultural and sports undertakings, and meet the basic needs of the people to carry out cultural and sports activities, according to the Law of People's Republic of China (PRC) on the Protection of Cultural Services and the Regulations on Public Cultural and Sports Facilities, Article 2 These Regulations are applicable to the opening, service and management of public cultural and sports facilities within the administrative area of this Municipality, and other laws and regulations are applicable in light of the actual situation of this Municipality. The planning and construction of public cultural and sports facilities shall be governed by relevant laws and regulations.

The public cultural and sports facilities mentioned in these Regulations refer to public welfare libraries, museums, science and technology museums, cultural centers (stations), stadiums (gymnasiums), workers' cultural palaces, youth palaces, women's and children's activity centers, township (street) comprehensive cultural stations, village (community) comprehensive cultural centers, cultural and sports squares, etc., which are held by people's governments at all levels or social forces. Article 3 The opening, service and management of public cultural and sports facilities shall follow the principles of government leading, social support and mass participation. People's governments at all levels support and encourage people to make full use of public cultural and sports facilities, carry out colorful, civilized and healthy cultural and sports activities, and protect people's rights to participate in cultural and sports activities according to law. Article 4 The people's governments of cities and counties (cities, districts) shall ensure the capital investment in the opening, service and management of public cultural and sports facilities, incorporate the required funds into the fiscal budget at the corresponding level, and establish a financial investment mechanism that is compatible with the opening, service and management needs of public cultural and sports facilities.

City, county (city, district) people's government cultural construction fees, cultural development funds, sports lottery public welfare funds should allocate a certain proportion of funds for the opening, service and management of public cultural and sports facilities.

The people's governments of cities and counties (cities, districts) shall actively strive for financial support from higher authorities to ensure that the special funds for public cultural and sports facilities are used exclusively.

City and county (city, district) people's governments shall formulate relevant policies to guide the overall use of land transfer income, and shall arrange a certain proportion of funds for the opening, service and management of rural public cultural and sports facilities. Encourage rural collective economic organizations to allocate a certain proportion of collective economic funds for the opening, service and management of rural public cultural and sports facilities. Article 5 The people's governments of cities and counties (cities, districts) support and encourage enterprises, social organizations and individuals to participate in the service, operation and management of public cultural and sports facilities in an orderly manner through funds, technical services and voluntary services. Encourage social forces to participate in the operation of public cultural and sports facilities. City, county (city, district) people's governments and their relevant competent departments can provide support for social forces to participate in the operation through the government's purchase of services, cooperation, leasing, compensation by awards, subsidies or post-subsidies. Article 6 All units and individuals have the obligation to take good care of public cultural and sports facilities, and have the right to discourage and report acts that damage public cultural and sports facilities.

City, county (city, district) people's government administrative departments of culture and sports shall establish a complaint and report acceptance mechanism, and make timely treatment and reply after receiving complaints and reports. Seventh city and county (city, district) people's government should strengthen the leadership of the opening, service and management of public cultural and sports facilities within their respective administrative areas. Article 8 The administrative department of culture and sports of the people's governments of cities and counties (cities, districts) shall be responsible for the supervision and management of public cultural and sports facilities within their respective administrative areas in accordance with the duties prescribed by the people's governments at the corresponding levels, and undertake the following duties:

(1) To supervise and manage the opening, service and management of public cultural and sports facilities;

(two) to determine the managers of public cultural and sports facilities, and urge them to strictly perform their management duties;

(three) to investigate and deal with acts that undermine public cultural and sports facilities and hinder the management and operation of public cultural and sports facilities;

(4) Other duties as prescribed by laws and regulations.

Finance, education and other relevant departments and trade unions, the Communist Youth League, women's federations, associations and other organizations shall, within the scope of their respective functions and duties, do a good job in the opening, service and management of public cultural and sports facilities. Ninth township (town) people's government, street offices responsible for the management of public cultural and sports facilities in this area, undertake the following duties:

(a) to cooperate with the people's governments at higher levels and their relevant departments to manage public cultural and sports facilities within their respective jurisdictions;

(two) responsible for the daily operation and management of the township (street) comprehensive cultural station;

(three) to provide protection for the operation of public cultural and sports facilities within the jurisdiction;

(four) to manage the opening and service of public cultural and sports facilities;

(five) other duties stipulated by laws and regulations or the people's governments at or above the county level. Tenth village (neighborhood) committees shall, according to the needs of the management of public cultural and sports facilities, do the following work:

(a) to assist the relevant departments, township (town) people's governments and neighborhood offices in the management of public cultural and sports facilities in the region;

(two) responsible for the daily operation and management of the village (community) comprehensive cultural center;

(three) to be responsible for the daily operation and management of public cultural and sports facilities in the management area that are not managed by special personnel;

(four) to guide the masses to use public cultural and sports facilities to carry out daily cultural and sports activities.
