Shenyang Institute of Engineering is affiliated to two universities, located in Shenyang, a famous historical and cultural city in China, an important industrial town in Northeast China and the capital of Liaoning Province. The college belongs to the Liaoning Provincial People's Government. In April 2003, with the approval of the Ministry of Education, the former Shenyang Electric Power College merged with the former Liaoning Business Vocational College. It is a multidisciplinary, open and applied undergraduate college with engineering education as the main body and coordinated development of undergraduate education and higher vocational education.
