How to punish illegal publications: The Interim Provisions on the Administration of Publications Market issued by the Press and Publication Administration stipulates that publishing, distributing, attaching and renting publications that are against the Constitution, endanger national interests and sovereignty, violate national ethnic policies, promote obscenity, superstition, violence and laws and regulations are prohibited; Issuing, distributing, attaching or renting publications explicitly prohibited by the state; Issuing, distributing, attaching or renting pirated or pirated publications; Distribution, stowage, rental of illegal publications without ISBN, serial number and edition number, forgery or counterfeiting of illegal publications published by publishing units, the administrative department of press and publication shall confiscate the illegal income and impose a fine of more than 2 times 10 times the illegal income; If there is no illegal income, a fine of not less than 3,000 yuan but not more than 10,000 yuan shall be imposed; If the circumstances are serious, the original issuing department shall order it to suspend business for rectification or revoke its license.

Legal basis: Article 32 of the Regulations on the Administration of Publications Market. Anyone who issues prohibited publications shall be punished in accordance with Article 62 of the Regulations on the Administration of Publications.

Distribution of publications prohibited by the State Administration of Press, Publication, Radio, Film and Television, or distribution of imported publications that have not been purchased from legally approved publication import business units shall be punished in accordance with the provisions of Article 63 of the Regulations on the Administration of Publication.

Those who issue other illegal publications and publications whose publication, printing or reproduction and distribution are explicitly prohibited by the administrative department of publication shall be punished in accordance with the provisions of Article 65 of the Regulations on the Administration of Publication.

Where prohibited publications or illegal publications are issued, the parties concerned shall explain and indicate the source. If it is verified through investigation, publications and illegal income shall be confiscated, and other administrative penalties may be mitigated or exempted.
