Who should be the direct leader of the cultural station? 1984 the general office of the State Council forwarded the Ministry of culture's request for instructions on the current work of rural cultural stations, which pointed out: "cultural stations are mass cultural institutions led by township (town) governments, and it is an important duty of township (town) governments to accept the guidance of higher authorities in business." According to this instruction, in 2002, in the reform of township institutions in our city, the cultural station was placed under the township. Cultural stations belong to township leaders, and the main responsibility of the higher-level cultural departments is to do a good job in guiding cultural stations.

Second, the problems existing in the township comprehensive cultural stations in our city

Due to the inability to adapt to the market economy environment, some new situations and problems have emerged in the construction of township comprehensive cultural stations.

1, the current management system lacks vitality. After the reform of township institutions, the people, money and things of cultural stations are directly managed by townships, and the cultural authorities at higher levels lack the means of regulation. Nominally, it has the function of guiding the work of township cultural stations, but due to institutional reasons, many aspects cannot be asked, and it is not convenient to ask. In fact, the township cultural station is in a situation of "the town doesn't want to manage it, but the department can't manage it". Due to the shortage of funds, it is quite serious that cultural stations are rented, occupied, used for other purposes and auctioned.

2, backward equipment and facilities, shrinking positions. In recent years, township cultural stations have gradually faded out of the historical stage. Due to the backwardness and lack of cultural equipment and facilities in township cultural stations, the position is shrinking, the radiation function is poor, and the management is poor, in fact, all kinds of amateur performance teams are mainly directly guided by the Municipal Cultural Center.

3. The quality of the team is low and the talents are scarce. Aging professional knowledge, narrow knowledge and outdated ideas are the real conditions of the staff of our cultural station. Imagine what it's like to have 20 people below high school, 2 people in technical secondary school and 2 people above junior college. "Culture stands dead without culture" is simply a joke of the masses. Can it lead the cultural undertakings in towns and villages and do a good job in rural cultural construction? No, even survival is difficult. Without the participation of new people, cultural talents will fall behind and there will be no successors.

4. The salary of the staff in the cultural station is very low. After a long struggle, the staff of our cultural station didn't get the full financial allocation until the beginning of this year, but the salary problem of retirees has not been solved.

Thirdly, some suggestions on further strengthening the construction of township comprehensive cultural stations.

To change the current predicament of township cultural stations, efforts should be made in the following aspects.

1, increase financial input. Township cultural station is the main position of spiritual civilization construction at the grass-roots level. In order to carry forward advanced culture, improve farmers' scientific and cultural quality and build a new socialist countryside, it is necessary to increase support for township cultural stations. Rural cultural construction is the responsibility of the government. To establish a rural public cultural service system, both municipal and township governments should tilt their financial resources to rural cultural undertakings and continuously increase their investment in rural cultural construction. It is suggested that the rural cultural expenses paid by the central government according to the standard of 0.50 yuan per capita of rural population should be used centrally by the city, the municipal finance should set up a special account, the municipal cultural department should make overall plans, and the funds should be allocated to the towns with the project, so as to give full play to the effective role of rural cultural expenses.

2. Adjust and straighten out the management system. To solve the staffing problem, the State Council's Guiding Opinions on Further Strengthening Cultural Construction clearly pointed out: "The main responsibility for strengthening grassroots cultural construction lies with the county (city) district people's government." County (city) District Cultural Bureau is the competent department of cultural administration of the government, and cultural stations are grass-roots institutions. The county (city) district administrative department of culture can implement vertical management of township cultural stations, entrust the business, personnel and salary of township cultural stations to the county (city) district administrative department of culture for management, and implement quota, posts and personnel. According to the "Regulations on the Management of Cultural Stations" issued by the Ministry of Culture 1992, combined with the actual situation of township cultural stations, each township cultural station has 2 to 3 approved personnel.

Therefore, it is suggested that the municipal cultural department should implement vertical management of township cultural stations. At present, preferential policies can be given to the staff of township cultural stations who are older and less educated, and a group of young cultural professionals can be enriched to work in township cultural stations.

3. Seize the opportunity and seriously organize the implementation of the construction of township comprehensive cultural stations. During the Eleventh Five-Year Plan period, the state will arrange special funds to support the construction of township comprehensive cultural stations. The national subsidy for the construction of each township comprehensive cultural station is 6.5438+0.6 million yuan, the autonomous region subsidy is 6.5438+0.2 million yuan, and the local supporting facilities are 40,000 * * 320,000 yuan. Seize the opportunity, seriously organize and implement the construction of township comprehensive cultural stations, and do a good job in the infrastructure construction of cultural stations.
