Regulations of Anhui Province on the Administration of Publishing Books, Newspapers and Periodicals
Chapter I General Provisions Article 1 In order to strengthen the publishing management of books, newspapers and periodicals (hereinafter referred to as books and periodicals), maintain the publishing, printing and distribution order of books and periodicals, and promote the prosperity and development of the publishing industry, these Regulations are formulated in accordance with national laws and regulations and in light of the actual situation of this province. Article 2 All units and individuals engaged in publishing, printing and distributing books, newspapers and periodicals within the territory of this province and relevant administrative departments must abide by these regulations. Article 3 Publishing work must adhere to the direction of serving the people and socialist modernization, adhere to the policy of letting a hundred flowers blossom and a hundred schools of thought contend, and put social benefits first. Encourage the publication of books, newspapers and periodicals with ideological, academic and artistic value.

Publishing activities shall not harm the public interests of the state and society and the legitimate rights and interests of citizens. Article 4 It is forbidden to publish, print and distribute the following books, newspapers and periodicals:

(1) divulging state secrets, endangering state security or damaging the image of the country;

(2) propagating obscenity, pornography, murder, violence, feudal superstition or teaching criminal means;

(3) Violating religious and ethnic policies;

(4) Publication is explicitly prohibited by the state;

(five) other violations of laws and regulations. Article 5 It is forbidden for any unit or individual to publish, print and distribute books, newspapers and periodicals by illegal means such as forgery, counterfeiting or infringement of the copyright of others. Article 6 People's governments at all levels shall strengthen their leadership over the publishing of books, newspapers and periodicals, and commend and reward units and individuals that have made remarkable achievements in the publishing management of books, newspapers and periodicals.

The publishing special fund set up by the provincial press and publication administrative department is used to support the publication of excellent books. Chapter II Management Organization Article 7 The provincial press and publication administrative department shall be responsible for the management of the publication, printing and distribution of books, newspapers and periodicals in the province. The administrative department of press and publication of the people's government at or above the county level or the administrative department of press and publication (hereinafter referred to as the administrative department of press and publication) shall be responsible for the publication, printing and distribution of books, newspapers and periodicals within their respective administrative areas.

Departments of culture, public security, industry and commerce, prices, railways, posts and telecommunications, transportation and customs shall, according to their respective functions and duties, manage the publication, printing and distribution of books, newspapers and periodicals. Article 8 The administrative department of press and publication has the right to inspect the publishing, printing and distribution activities of books, newspapers and periodicals according to law, and the units and individuals under inspection shall not refuse or obstruct them. Article 9 The administrative department of press and publication may seal up and detain books, newspapers and periodicals that have evidence to prove that they are suspected of violating the provisions of Articles 4 and 5 of these Regulations. The time limit for sealing up and detaining shall not exceed 15 days; If the review needs to be extended, it must be approved by the administrative department of press and publication at the next higher level or the administrative department of press and publication at the provincial level, and the extension period shall not exceed 15 days. Tenth press and publication administrative law enforcement personnel to conduct inspections, there should be more than two people to participate, and show their administrative law enforcement certificates, wear law enforcement badges, use uniform law enforcement certificates, and strictly follow the prescribed procedures. The implementation of administrative punishment shall be carried out in accordance with the provisions of the Administrative Punishment Law of the People's Republic of China. Chapter III Management of Book Publishing Article 11 Books are divided into two categories: books published by book publishing units and internal information books edited by non-book publishing units. Article 12 The establishment of a book publishing entity must be examined and approved by the provincial press and publication administrative department, approved by the national press and publication administrative department, and registered with the provincial press and publication administrative department. Thirteenth book publishing units set up editorial departments or other branches outside the port, must be approved by the state press and publication administration department, and apply to the provincial press and publication administration department for registration. Fourteenth book publishing units must abide by the following provisions:

(a) in line with the scope of professional division of labor approved by the state;

(two) the implementation of the national topic selection plan and book plan approval or filing system;

(three) to comply with the provisions of the state on cooperative publishing, self-funded publishing and printing;

(four) to send samples to the provincial administrative department of press and publication and other relevant departments stipulated by the state;

(five) in accordance with the provisions of the national version for the record, mark the version on the book for the record;

(six) shall not transfer, buy or sell ISBN, and shall not use ISBN to publish newspapers and periodicals;

(seven) strictly implement the editing and proofreading system to ensure the quality of book publishing. Fifteenth non book publishing units must implement the relevant provisions of the state when compiling internal information books. Article 16 The textbooks and teaching books used in primary and secondary schools in this province shall be published by the book publishing unit designated by the provincial press and publication administrative department after being examined and approved by the provincial education administrative department.

The publication of textbooks for primary and secondary schools selected throughout the country shall be carried out in accordance with relevant state regulations. Seventeenth foreign-related book publishing management in accordance with the relevant provisions of the state. Chapter IV Management of Newspapers and Periodicals Article 18 Newspapers and periodicals are divided into two categories: official newspapers and periodicals approved by the state press and publication administration department and the state science and technology administration department and informal newspapers and periodicals approved by the provincial press and publication administration department and the provincial science and technology administration department. Article 19 The establishment of official newspapers and periodicals shall be approved by the competent department of the founding unit with the consent of the provincial administrative office and the administrative department of press and publication, audited by the provincial administrative department of press and publication, and reported to the state administrative department of press and publication for approval. The establishment of official newspapers and periodicals by national units in Anhui and provincial units shall be audited by the provincial press and publication administrative department and reported to the state press and publication administrative department for approval.

The establishment of official journals of science and technology shall be applied to the provincial administrative department of science and technology by the competent department of the founding unit. After the provincial administrative department of science and technology and the provincial administrative department of press and publication review and agree, it shall be reported to the state administrative department of science and technology for approval and reported to the state administrative department of press and publication for the record.
