Can scissors be mailed?
Scissors are not prohibited from mailing items, but they can be mailed.

The Detailed Rules for the Implementation of the Postal Law of People's Republic of China (PRC) stipulates that:

Article 33? It is forbidden to mail or carry the following items in the mail:

(1) Articles whose circulation or transportation is prohibited by law;

(2) reactionary newspapers, periodicals, books, propaganda materials or obscene articles;

(three) explosive, flammable, corrosive, radioactive, toxic and other dangerous goods;

(4) Articles harmful to public health;

(5) Perishable articles;

(6) all kinds of live animals;

(7) various currencies;

(8) Articles that do not meet the mailing conditions;

(nine) improper packaging may endanger personal safety, pollution or damage to other mail and equipment.

Articles specified in the preceding paragraph may be accepted and posted if they meet the requirements of special permission of the Ministry of Posts and Telecommunications and ensure safety.

The Postal Law of People's Republic of China (PRC) stipulates that:

Article 35? No unit or individual may open, conceal or destroy others' mail without permission.

Unless otherwise provided by law, postal enterprises and their employees shall not disclose the information of users' use of postal services to any unit or individual.

Article 36? Due to the needs of national security or criminal investigation, public security organs, state security organs or procuratorial organs may inspect and detain relevant mails according to law, and may require postal enterprises to provide information about users' use of postal services. Postal enterprises and relevant units shall cooperate with each other and keep relevant information confidential.

Article 38? No unit or individual may commit any of the following acts:

(1) disturbing the normal order of postal business premises;

(2) obstructing postal workers from delivering mail;

(3) illegally intercepting or forcibly boarding a vehicle with a special postal sign;

(4) fraudulently using the name of a postal enterprise or a special postal mark;

(5) Forging special postal articles or reselling forged special postal articles.
