Under the guidance of the service concept of "equality, openness and public welfare", the district library respects the purpose of "people-oriented and sincere service" and implements the one-stop service of borrowing, collecting and searching. It is open 67 hours a week, and it is open as usual on weekends and holidays, striving to provide convenient conditions for readers to acquire new knowledge, information and technology. By the end of 2007, the library had collected more than 260,000 books (pieces) and subscribed to 1030 newspapers, with a total collection of about 300,000 books (pieces). Basically establish a book collection system that combines paper books, databases and network information with emphasis on high technology and business culture.

In order to provide more convenient services to the people and constantly improve the service network of public libraries, by the end of 2007, the basic construction of our district had formed a regional cultural information resource service network centered on the Luohu District Library. The whole district has built 10 1 community libraries (which were later integrated into 98) and two street branches, basically covering all communities. At present, the total collection of books in grass-roots libraries is about 5 1 000 volumes, with an average of 85 newspapers and periodicals per family, and the compliance rate of community libraries is 1 000%. Public libraries all over the region shine like stars, becoming the light of the city and an indispensable cultural and leisure ideal place for ordinary people in their daily lives.
