Article 1 In order to strengthen the construction and management of barrier-free environment, ensure the equal and full participation of the disabled, the elderly and other members of society, and promote the progress of social civilization, these Measures are formulated in accordance with the provisions of the Law of the People's Republic of China on the Protection of Disabled Persons, the Law of the People's Republic of China on the Protection of the Rights and Interests of the Elderly and the Regulations of the State Council Municipality on the Construction of Barrier-free Environment, and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the construction and management of barrier-free environment within the administrative area of this Municipality. Article 3 The term "barrier-free environment construction" as mentioned in these Measures refers to the construction activities carried out to facilitate the disabled, the elderly and other social members to independently and safely access roads, relevant buildings, take public transport, exchange information and obtain community services. Article 4 The construction of barrier-free environment shall conform to the level of economic and social development and follow the principles of practicality, simplicity and extensive benefits. Fifth city and county (city, district) people's government unified leadership within their respective administrative areas of barrier-free environment construction and management, the establishment of barrier-free environment construction coordination and funding guarantee mechanism. Article 6 The housing and urban-rural construction department shall be responsible for supervising and inspecting the construction of barrier-free facilities for new construction, renovation and expansion projects.

The urban management department is responsible for the management of barrier-free facilities for the supporting construction of city appearance and environmental sanitation projects.

The transportation department is responsible for the management of barrier-free facilities for the supporting construction of the comprehensive transportation system.

The traffic administrative department of the public security organ is responsible for the management of barrier-free traffic signal facilities on urban roads.

The Ministry of Industry and Information Technology is responsible for promoting the barrier-free construction of information exchange.

The department of culture, radio, film and television tourism is responsible for guiding the construction, maintenance and transformation of barrier-free facilities in public libraries, cultural centers and tourist attractions.

Development and reform, natural resources and planning, finance, market supervision, health, education, commerce, sports, civil affairs, postal services, science and technology, finance and insurance. Should be within the scope of their respective responsibilities, do a good job in the planning, construction and related management of barrier-free environment. Seventh units and individuals that have made remarkable achievements in the construction of barrier-free environment shall be commended and rewarded in accordance with relevant state regulations. Article 8 No unit or individual may damage or occupy barrier-free facilities or change their use without authorization. Article 9 The people's governments of cities and counties (cities, districts) shall incorporate barrier-free environment construction into the construction of civilized cities, beautiful countryside, harmonious communities and civilized units. Tenth new construction, renovation and expansion of roads, public buildings, public transport facilities, residential buildings and residential areas in cities and towns shall meet the standards for the construction of barrier-free facilities.

The construction and development of villages should gradually meet the standards for the construction of barrier-free facilities. Eleventh barrier-free facilities should be designed, constructed, accepted and put into use simultaneously with the construction project.

New barrier-free facilities should be connected with other barrier-free facilities such as surrounding roads and buildings to ensure safety, barrier-free and convenience. Twelfth city and county (city, district) people's governments shall make plans to transform the roads, public buildings, public transport facilities, residential buildings and residential areas that have been built in cities and towns and do not meet the standards for the construction of barrier-free facilities.

The owner or manager is responsible for the renovation of barrier-free facilities. Article 13 Pedestrian overpasses and underpasses in major urban roads, commercial districts and large residential areas shall be equipped with barrier-free facilities in accordance with the standards for the construction of barrier-free facilities, and sidewalk traffic signal facilities shall gradually improve the barrier-free service function to meet the needs of the disabled, the elderly and other members of society. Fourteenth public parking lots in urban public places should be set up and marked with barrier-free motor vehicle parking spaces in accordance with the standards for the construction of barrier-free facilities.

Urban public parking lots should reduce parking fees for the disabled.

Barrier-free motor vehicle parking spaces are reserved for motor vehicles driven or taken by physically disabled people. Fifteenth urban public transport should gradually meet the requirements of barrier-free travel, and provide convenience for the disabled, the elderly and other social members to travel. Article 16 The owners and managers of barrier-free facilities shall protect barrier-free facilities, repair them in time if any damage or failure is found, and ensure the normal use of barrier-free facilities. Seventeenth city and county (city, district) people's governments shall incorporate the construction of barrier-free information exchange into the information construction planning, and strengthen the development, application and management of barrier-free information exchange technologies, products and services. Eighteenth city and county (city, district) people's government departments and examination institutions shall provide convenience for the disabled to take the entrance examination, vocational qualification examination and post examination. Visually impaired people should obtain braille paper and electronic paper as needed, or be assisted by staff. Article 19 Public service institutions and public places shall carry out barrier-free information exchange construction, provide information exchange services such as voice, text prompt, Braille books and sign language for the disabled and the elderly, and provide priority services and auxiliary services. Twentieth television stations should broadcast sign language news programs free of charge, at least once a week, with subtitles. Twenty-first government websites and government public welfare websites should gradually meet the design standards for barrier-free websites. Twenty-second held public activities in which hearing-impaired people participate intensively, the organizers shall provide subtitle or sign language services.
