For the old revolutionary base areas in Yimeng 18 counties and cities, when arranging funds such as investment in the central budget, the relevant policies of the state to support the central region shall be implemented with reference. In agriculture and rural areas, infrastructure, industrial development, social undertakings, poverty alleviation and development, ecological construction, etc., funds from the central budget, central transfer payments and other related funds will increase support and appropriately reduce the proportion of local investment in central investment projects.

It is understood that the differences in the state's support policies for the central and eastern regions are mainly manifested in the different proportions and standards of investment subsidies, and the proportions and standards of investment subsidies in the central region are significantly higher than those in the eastern region; The scope of support is different, and some central special projects only support the central and western regions; The proportion of matching funds is different, and the matching funds of local finance in the central region are obviously lower than those in the east. It is understood that the policy differences between the eastern and central regions are mainly manifested in:

Agriculture and rural areas: rural drinking water safety, reinforcement of large and medium-sized dangerous reservoirs, water-saving renovation of large irrigation areas, and key control of soil erosion. The state subsidizes 30% and 60% of the total investment in the eastern and central regions respectively; Rural biogas projects are divided into household biogas and large and medium-sized biogas. The state subsidizes 1.000 yuan/household and 1.200 yuan/household respectively for household biogas construction in the eastern and central regions, and subsidizes 25% and 35% of the total investment for large and medium-sized biogas construction respectively.
