Chapter I General Provisions Article 1 In order to strengthen the management of spoken and written languages of all ethnic groups, promote the standardized use of spoken and written languages, and promote the study and exchange of spoken and written languages of all ethnic groups, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on Regional National Autonomy and other relevant laws and regulations, and in combination with the actual situation of Bayinguoleng Mongolian Autonomous Prefecture (hereinafter referred to as the Autonomous Prefecture). Rule number two Units and individuals within the jurisdiction of the Autonomous Prefecture must abide by the relevant laws, regulations and these regulations when using spoken and written languages. Article 3 The work of spoken and written languages must adhere to the principle of equality of spoken and written languages of all ethnic groups, and ensure that all ethnic groups have the right to use and develop their own spoken and written languages according to law. Article 4 Mongolian, Uygur and Chinese are commonly used in Autonomous Prefecture. Primary and secondary schools and classes that encourage minority citizens to learn and use Putonghua and standardize Chinese characters while learning and using their own spoken and written languages should create conditions to offer Chinese courses from the first grade of primary school. Encourage Han citizens to learn and use minority languages. Article 5? Autonomous prefecture language management agencies are responsible for the management of the state's language, and guide the county language management agencies.

County-level language management institutions are responsible for the language management within their respective administrative areas. Chapter two? The use and management of spoken and written languages Article 6 The people's government of Autonomous Prefecture shall strengthen the editing and publishing of Mongolian and Uyghur newspapers, textbooks, books, ancient cultural books and literary and artistic works, and attach importance to the development of Mongolian and Uyghur radio and television. Seventh autonomous prefecture state organs at all levels shall do a good job in the filing, sorting and utilization of Mongolian and Uygur written materials. Eighth Autonomous Prefecture People's Congress held meetings in Mongolian, Uighur and Chinese. Ninth meetings held in the autonomous prefecture shall provide translation for citizens who do not know Chinese; When holding a conference with minority citizens as the main body, we should use minority languages and do a good job in Chinese translation. Tenth Autonomous Prefecture of the county, town people's congresses and village (neighborhood) committees general election, by the relevant units printed voter cards, ballots, election certificates, announced the list of voters and candidates. At least two languages, Mongolian, Uygur and Chinese, should be used. Eleventh autonomous prefecture state organs, organizations and institutions in the production of place names, seals, official titles, signs, envelopes and stationery, should use Mongolian and Chinese languages.

County and municipal organs, organizations and institutions shall use Mongolian, Chinese, Uyghur and Chinese characters when making place name signs, seals, file headers, signs, envelopes and letterheads.

The boundary markers set up on the boundaries of names, counties, cities and towns in the Autonomous Prefecture shall be written in at least Mongolian, Uygur and Chinese, and the writing shall be standardized. Article 12 The names of public places and public facilities in Korla and the names of railways, highways and civil aviation stations shall be written in Mongolian, Uyghur and Chinese. Thirteenth Autonomous Prefecture in the use of Mongolian and Chinese, according to the Mongolian in the left, Chinese in the right order. When Uighur and Chinese are used together, they are arranged in the order of Uighur (right) and Chinese (left). Fourteenth organ name signs shall be made in accordance with the provisions. The specifications of Mongolian and Chinese vertical signs are: state level 260×45 (cm), county level 240×40 (cm) and township level 220×35 (cm). The specifications of Mongolian, Chinese, Uighur and Chinese character banners are: state 180×90 (cm), county 160×80 (cm) and township 140×70 (cm).

Geographical name signs of organizations and institutions can be made with reference to the above provisions. Fifteenth organs, organizations and institutions in the Autonomous Prefecture shall, when making place name signs, send the text patterns to the language management institutions for translation or proofreading before making them. When making a seal, the materials checked by the language management organization shall be submitted to the public security department for the record.

Language management institutions shall translate or check the names, signs and seals free of charge, and complete them within one working day. Chapter three? Legal liability Article 16 Units and individuals that violate the provisions of these Regulations shall be ordered by the language and writing management institutions to make corrections within a time limit. Overdue correction, to be informed criticism. If administrative punishment should be given according to law, it shall be punished in accordance with the provisions of relevant laws and regulations. Article 17? If the staff of the language management institutions and relevant departments violate the provisions of Article 15 of these regulations and cause losses to others, they shall be liable for compensation according to law, and shall be criticized and educated by their units or competent departments, and ordered to make corrections within a time limit; If no correction is made within the time limit or the circumstances are serious, administrative sanctions shall be imposed. Eighteenth if a party refuses to accept the decision on administrative punishment, it may apply for administrative reconsideration or bring an administrative lawsuit according to law. Chapter IV Supplementary Provisions Article 19 These Regulations shall come into force as of May 2005.
