Chapter I General Provisions Article 1 In order to strengthen the planning and construction of motor vehicle parking lots in this Municipality, standardize the management of parking lots, improve road traffic conditions and ensure the coordinated development of urban traffic, these Measures are formulated in accordance with relevant national laws and regulations and in combination with the actual situation of this Municipality. Article 2 These Measures shall apply to the planning, construction, installation, use, operation and management of motor vehicle parking lots and other related activities in urban built-up areas such as beilin district, Lianhu District, Yanta District, weiyang district and Baqiao District. Article 3 Motor vehicle parking lots mentioned in these Measures include public motor vehicle parking lots (garages), road motor vehicle parking lots, public buildings, commercial blocks, residential areas and motor vehicle parking lots (garages) equipped with large (medium) buildings.

The planning, construction and management of public transport, road passenger and freight transport vehicles and other parking lots shall comply with other relevant provisions of the state, province and this Municipality. Article 4 The municipal construction administrative department is the administrative department in charge of the construction of motor vehicle parking lots, and is responsible for organizing the formulation of relevant policies and measures for the construction and management of motor vehicle parking lots in this Municipality, preparing special plans for public parking lots, making overall arrangements for special funds for government construction, and comprehensively coordinating, inspecting, guiding, supervising and assessing the construction and management of motor vehicle parking lots.

The traffic administrative department of the municipal public security organ (hereinafter referred to as the public security traffic control department) is responsible for the management of road motor vehicle parking lot and parking order.

The comprehensive administrative law enforcement department of urban management (hereinafter referred to as the urban management law enforcement department) is responsible for the daily supervision and management of motor vehicle parking on the sidewalk.

The administrative departments of development and reform, planning, finance, land, municipal administration, fire protection, quality supervision, industry and commerce, taxation, city appearance and garden, price and civil air defense shall, according to their respective functions and duties, do a good job in the management of motor vehicle parking lots.

The district people's governments and the administrative committees of relevant development zones are responsible for the specific management of parking lot construction within their respective jurisdictions. Promote the application of intelligent and informational means to manage operating parking lots, and be responsible for the supervision and management of the operation of operating parking information systems.

Parking lot operators shall, in accordance with relevant regulations and standards, incorporate their parking information into the parking information system of this Municipality. Chapter II Planning and Construction Article 7 The municipal construction administrative department shall, jointly with the relevant departments of development and reform, planning, land, public security, traffic control, etc., formulate the development plan, development policy and special plan of motor vehicle parking lots in this Municipality according to the economic and social development, comprehensive traffic planning and rail transit network planning of this Municipality, and organize the implementation after being reported to the municipal government for approval. Eighth city planning administrative departments shall, according to the needs of the overall urban planning, urban construction and social and economic development, formulate the standards for the allocation of parking spaces in buildings in this city, and organize the implementation after the approval of the Municipal People's government. Building parking standards should be adjusted according to the needs of urban economic, social and traffic development.

The proportion of public parking spaces to special parking spaces should be clearly defined in the parking index regulations for commercial and residential construction projects, and public parking spaces should be open to the public. Ninth new construction, renovation and expansion of various buildings, the construction unit shall prepare a traffic impact analysis and evaluation report, and report to the municipal planning administrative department. The planning administrative department shall organize the construction, public security traffic management department and relevant experts to make a quantitative review of the report. If the report fails to pass the examination, it shall put forward suggestions for revision and be re-evaluated by the compiling unit after re-compilation. Tenth new construction, renovation and expansion of various buildings, should be set up in accordance with the standards of motor vehicle parking. Due to the limitation of space and other conditions, it can not meet the requirements of berth configuration and construction. With the consent of the planning administrative department, the construction unit shall pay the construction difference fund according to the number of motor vehicle parking spaces or make up the construction easily. The construction difference funds shall be collected by the municipal construction administrative department before the construction and earmarked for the construction of public motor vehicle parking lots.

Before the implementation of these measures, if the parking spaces allocated to public buildings such as gymnasiums, theaters, libraries, hospitals, squares, stations, offices of administrative institutions, commercial office buildings, shopping malls, supermarkets, restaurants, entertainment and other business places are lower than the allocation standards, they will be increased according to the standards during reconstruction and expansion.

(three) for the land use right, it is necessary to build a new underground public parking lot, which is in line with the catalogue of allocated land, and it is still supplied by allocation; If it does not conform to the Catalogue of Allocated Land, the land transfer fee shall be charged according to the market price of underground space assessment.
