"Everything is established in advance, and if it is not planned, it will be abolished." So is the work of the library. Only with foresight, deliberation, long-term planning and hard work can the work develop rapidly and continuously. Therefore, on the basis of seeking truth from facts and analyzing the present situation, Changchun University Library finds out the gap and determines the direction. The library put forward the service concept of "readers first, service first", defined the goals of "complete literature, paying attention to characteristics, advanced technology, perfect equipment, qualified talents and scientific management", and formulated the "Eleventh Five-Year Plan" of the library.
