1 Basic requirements of material bidding and procurement management
1. 1 bidding management scope
1. 1. 1 These Measures are applicable to the bidding and purchasing of domestic and foreign materials needed for the production and construction of all enterprises, institutions and subsidiaries of joint-stock companies (including joint ventures and holding companies, hereinafter collectively referred to as units).
1. 1.2 If one of the following conditions is met, bidding must be conducted:
1. 1.2. 1 Important equipment and materials required for key projects approved by the National Development and Reform Commission to enjoy national preferential policies.
1. 1.2.2 mechanical and electrical products subject to bidding as stipulated in the Measures for the Implementation of International Bidding for Mechanical and Electrical Products of the Ministry of Commerce.
1. 1.2.3 framework agreement procurement materials with tender conditions.
1. 1.2.4 Other materials that need to be purchased by tender according to laws and regulations and relevant regulations of China Petrochemical Company.
1. 1.3 In any of the following circumstances, the tender may not be conducted:
1. 1.3. 1 patent and know-how products.
1. 1.3.2 There are less than three suppliers providing purchasing materials.
1. 1.3.3 China petrochemical strategic procurement materials.
1. 1.3.4 Emergency and sporadic material procurement.
1. 1.3.5 involves national security and secrets.
1. 1.3.6 as otherwise provided by laws and regulations.
1.2 bidding management principles
1.2. 1 Adhere to the principles of openness, fairness, impartiality, honesty and credibility, safe supply, timely supply and economic supply.
1.2.2 Implement the principle of unified management, graded operation and online operation.
1.3 bidding control mode
1.3. 1 Domestic bidding procurement is implemented in China Petrochemical Material Procurement Electronic Commerce Network (hereinafter referred to as E-commerce Network).
1.3.2 international bidding procurement is implemented in China international bidding network (hereinafter referred to as bidding network).
1.3.3 China Petrochemical International Co., Ltd. has the qualification of national bidding agent, mainly undertaking group procurement and providing materials bidding agency services for all units.
1.3.4 Entrusting a bidding agency other than China Petrochemical Co., Ltd. for bidding must be approved by the Equipment Department.

2. 1. 1 Responsible for the management, supervision, guidance and coordination of China Petrochemical materials bidding and purchasing.
2. 1.2 is responsible for the construction of China petrochemical materials bidding and purchasing management system.
2. 1.3 is responsible for unifying the bidding process, bidding documents and bid evaluation methods of major materials.
2. 1.4 is responsible for the establishment and management of China petrochemical material procurement bid evaluation expert database (hereinafter referred to as the bid evaluation expert database).
2. 1.5 is responsible for training tender management personnel and operators.
2. 1.6 Responsible for the bidding activities of materials with estimated contract amount of more than 20 million yuan.
2.2 Responsibilities of materials bidding and purchasing management department of each unit
2.2. 1 Be responsible for implementing the management rules and regulations of China petrochemical materials bidding and purchasing, formulating the detailed rules for the implementation of this unit's materials bidding and purchasing, and establishing and improving the management system of materials bidding and purchasing.
2.2.2 Make clear the management departments and personnel of material procurement in this unit.
2.2.3 Responsible for the management and information maintenance of bid evaluation experts in the bid evaluation expert database.
2.2.4 Be responsible for organizing and implementing the bidding for self-purchased materials and some materials purchased by the group. 3 the contents and methods of bidding management
3. 1 The bidding process includes bid preparation, issuance of bidding documents, bidding by suppliers, formation of bid evaluation committee, bid opening, bid evaluation and selection, and follow-up management of contract signing and execution after bidding.
3.2 Bid preparation
3.2. 1 Pre-qualify the bidding suppliers according to the Regulations on Supplier Management of China Petrochemical Co., Ltd., and suppliers who fail to pass the pre-qualification shall not participate in the bidding.
3.2.2 Technical exchanges shall be conducted before bid opening, and technical agreements shall be signed when necessary.
3.2.3 The enterprise submits the bid power of attorney or bid power of attorney.
3.2.4 Before the bid opening, the entrusting party, the designer and the bidder must sign a written undertaking, promising to bid in accordance with the national bidding laws, regulations and procedures, and unconditionally accept the bidding results.
3.3 Release of Bidding Documents

3.3.2 The bidding documents organized and implemented by each unit shall be published on the e-commerce website.
3.4 Bidding
3.4. 1 The bidder shall prepare the tender documents according to the requirements of the tender documents, and the tender documents shall respond to all substantive requirements and conditions put forward in the tender documents.
3.4.2 The bidder shall deliver the tender documents to the place specified in the tender documents before the deadline specified in the tender documents.
3.5 The Bid Evaluation Committee

The bid evaluation committee consists of more than five people in an odd number. More than two-thirds of international bidding judges are drawn from the expert database of the Ministry of Commerce, and more than two-thirds of domestic bidding judges are drawn from the expert database of bid evaluation, giving full play to the role of procurement experts.
3.5.2 Before determining the bid-winning result, the list of members of the bid evaluation committee must be kept confidential.
3.5.3 Any person who has an interest with the bidder shall not enter the bid evaluation committee.
3.5.4 For the bidding organized and implemented by the headquarters, the number of judges selected by the material user shall not be higher than one third of the total number of judges.
3.5.5 For the bidding organized and implemented by each unit, the number of judges selected by the material use department shall not be higher than one third of the total number of judges.
3.6 bid opening
3.6. 1 In principle, discipline inspection and supervision departments are invited to participate.
3.6.2 The bid opening shall be conducted in public at the time and place specified in the tender documents.
3.6.3 The bidder has the right to attend the bid opening meeting.
3.6.4 The bid documents delivered late or not delivered to the designated place as required will not be accepted.
3.7. 1 bid evaluation principle
3.7. 1. 1 The bid evaluation committee shall systematically review and compare the bid documents according to the bid evaluation standards and methods specified in the tender documents.
3.7. 1.2 bid evaluation methods include the lowest evaluated bid price method and comprehensive bid evaluation method.
(1) For materials with general technical and performance standards or without special requirements of the tenderee, the lowest evaluated bid price method can be adopted.
(2) The comprehensive bid evaluation method should be adopted for materials with complex technology, high performance standards and difficult manufacturing.
3.7. 1.3 When the comprehensive bid evaluation method is adopted, the technical bid should be evaluated first, and then the commercial bid should be evaluated.
3.7. 1.4
Establish a ranking mechanism based on supplier performance, and give extra points to suppliers with excellent performance of China Petrochemical in the bid evaluation method, with the extra points not exceeding 5% of the total score; Deduct points for suppliers with poor performance, which shall not exceed 3% of the total score.
3.7. 1.5
If the bid evaluation committee has doubts about the technical and commercial documents of the bid documents in the process of bid evaluation, it may require the bidders to make necessary clarifications. Clarification shall be made in writing, but it shall not go beyond the scope of the tender documents or change the substantive contents of the tender documents.
3.7.2 In any of the following circumstances, the bid documents are invalid:
3.7.2. 1 The bidding documents are not signed by the legal representative or the signatory has no valid power of attorney from the legal representative.
The bidder in 3.7.2.2 failed to submit the bid bond as stipulated in the tender documents.
The validity period of 3.7.2.3's bid does not meet the requirements of the tender documents.
The bidding of 3.7.2.4 Consortium is not accompanied by the bidding agreement of all parties to the Consortium.
3.7.2.5's bid documents contain conditions unacceptable to the tenderee.
In the process of bid evaluation in 3.7.2.6, the bid evaluation committee found that bidders bid in the name of others, collude in bidding, win the bid by bribery or bid by other fraudulent means.
The 3.7.2.7 Bid Evaluation Committee will examine whether each bid document responds to all substantive requirements and conditions put forward in the bidding documents, and the bid that fails to respond substantially will be regarded as invalid.
Other circumstances in which the tender documents of 3.7.2.8 clearly stipulate that the bid can be scrapped.
3.7.3 After the bid evaluation, the bid evaluation committee shall submit a written bid evaluation report and recommend qualified bid-winning candidates.
3.8. 1 After the bid evaluation, publicize the bid evaluation results on the bidding network or e-commerce network for 7 days, and issue the bid-winning notice after no doubt.
3.8.2 If a written complaint from the bidder is received within the publicity period, the tenderee will conduct an investigation, and the bid evaluation result will not take effect until the complaint is handled.
3.8.3 The tenderer shall determine the winning bidder according to the winning candidate recommended by the bid evaluation committee, and shall not change the winning result without authorization.
3.8.4 The process of bid opening and bid evaluation must be recorded in writing and filed for future reference.
3.9 Contract signing and execution

The tenderer and the winning bidder shall, within 30 days from the date of issuance of the bid-winning notice, conclude a written contract in accordance with the tender documents and bidding documents; Shall not refuse or delay signing a contract with the other party without reason; Other agreements that deviate from the substantive content of this contract shall not be signed.
3.9.2 The winning bidder must perform its obligations in accordance with the contract and shall not transfer the winning contract to others. If the tender documents require the winning bidder to pay the contract performance bond, the winning bidder must pay it.
3.9.3
If the winning bidder fails to perform the contract signed with the tenderer, or there is a serious delay in delivery during the execution, which can not guarantee the on-site installation, debugging and after-sales service, and serious quality problems affect the construction progress and normal production of the project, the following measures shall be taken for the winning bidder, depending on the seriousness of the case: notification, deduction of performance bond, deduction of points in future bid evaluation, restriction of bidding until the supplier team is eliminated.
