Chapter I General Provisions Article 1 In order to strengthen the management of publishing, printing and distribution, promote the prosperity and development of socialist publishing, meet the people's needs for scientific culture and spiritual life, and better serve the construction of socialist material civilization and spiritual civilization, these Provisions are formulated in accordance with the relevant provisions of the state and in light of the situation in our province. Article 2 The publication of books and newspapers mentioned in these Provisions refers to the publication, printing, distribution or dissemination of books and newspapers. Article 3 All units and individuals engaged in publishing books, newspapers and periodicals within the territory of this province must abide by these provisions. Article 4 The provincial press and publication administrative departments and the publishing (cultural) administrative departments of cities and counties shall be responsible for the supervision and implementation of these Provisions. Article 5 The publication of books, newspapers and periodicals must adhere to the Four Cardinal Principles, oppose bourgeois liberalization, implement the publishing principles and policies of the Party and the state, and adhere to the principle of putting social benefits first. Books, newspapers and periodicals are prohibited from publishing the following contents:

(1) divulging party and state secrets;

(2) Conducting counter-revolutionary propaganda;

(3) Advocating murder, obscenity and inciting others to commit crimes;

(4) distorting the historical truth and hurting national feelings;

(5) Defaming others;

(6) spreading feudal superstitions;

(seven) obstructing the trial of cases by the political and legal departments;

(eight) the publication is prohibited by the state. Article 6 Books, newspapers and periodicals shall be published by publishing units owned by the whole people. Printing is operated by printing houses owned by the whole people and collectively; Distribution is operated by bookstores owned by the whole people (including the distribution departments of books, newspapers and periodicals publishing units), post offices, collective bookstores and individual newsstands (stalls). Chapter II Administration of Publishing Article 7 The establishment of a book publishing entity must be approved by the state administrative department of press and publication, registered with the provincial administrative department of press and publication, applied for registration with the administrative department for industry and commerce, and obtained a business license. Article 8 The establishment of newspapers and periodicals must be approved by the examination and approval authorities designated by the state and reported to the provincial press and publication administrative department for registration. Units that independently operate newspapers and periodicals must register with the administrative department for industry and commerce with the approval documents and apply for a business license. Ninth publishing units should engage in publishing activities according to the professional division of labor.

(1) The topic selection plan and publishing plan of the publishing house shall be submitted to the provincial publishing administrative department for examination and approval.

(2) A publishing house shall not publish periodicals under ISBN or in disguised form.

(3) Newspapers and periodicals shall not publish books or books in disguised form.

Eleventh books, newspapers and periodicals publishing units shall not sell or sell the book number and newspaper registration number in disguised form; The exclusive right to publish publications shall not be sold in whole or in part to distribution units or individuals. Article 12 A publishing house shall mark the copyright records on books in accordance with regulations. Newspapers and periodicals should print and edit publishing units, registration numbers, periodicals, pricing, distribution scope, distribution methods, publication time and other items in newspapers and periodicals. Thirteenth publishing units should submit samples to the relevant departments of the state and province as required. Chapter III Administration of Social Publishing Article 14 Non-book and newspaper publishing units shall not publish books and newspapers.

Books published at their own expense shall be published by book publishing units that can handle self-publishing books according to regulations. Fifteenth non publishing units for teaching, scientific research and other needs, the publication of free exchange of information books and newspapers for internal use, should be approved by the competent authorities at or above the city (including the city, the same below). The school's self-use teaching materials must be approved by the provincial education commission, but it is not allowed to subscribe to other units for distribution. Where fees are charged, they must be approved by the administrative department of press and publication (culture) at or above the municipal level, and can only be printed after receiving the quasi-confirmation. Article 16 Yearbooks and calendars are published by publishing units according to their professional division of labor, printed by the competent commercial departments at or above the municipal level, submitted to the provincial competent commercial departments for unified organization, examined and issued by the provincial administrative department of publishing, and printed with license numbers. Article 17 advertising calendars and calendars publicized abroad shall be reported to the local municipal competent department for approval, approved by the provincial administrative department for industry and commerce, and printed only after being examined and certified by the provincial press and publication administrative department, but shall not be sold.

Calendars and calendars used for policy propaganda shall be approved by the competent department at or above the prefecture level and reported to the provincial publishing administrative department for approval before they can be printed, but they shall not be sold. Article 18 No unit or individual may purchase, counterfeit or forge the name and book number and periodical number of the publishing unit to publish books, newspapers and periodicals, or publish books, newspapers and periodicals without the name of the publishing unit, or reprint books, newspapers and periodicals of the publishing unit. Nineteenth newspapers, radio, television and other propaganda institutions shall not publish or broadcast news reports and publications advertisements that violate these provisions. Chapter IV Printing Management Article 20 The establishment of a printing factory for books, newspapers and periodicals and a printing factory that mainly prints books, newspapers and periodicals shall be approved by the provincial publishing administrative department; The establishment of other printing houses and copying agencies must be approved by the publishing (cultural) department at or above the county level. All printing industries must be examined and put on record by local public security organs, and managed by public security departments in accordance with relevant regulations. Foreign business, should hold a business license issued by the local administrative department for Industry and commerce.
