In 2006, the work report of the provincial government proposed that the new library project in Shanxi Province would be started during the 11th Five-Year Plan period. On June 18, the Provincial Development and Reform Commission convened a meeting of the Provincial Department of Culture and other relevant departments to officially start six major projects, including the Grand Theatre and the Library.
On February 5, 2007, the 95th executive meeting of the provincial government officially identified Shanxi Grand Theatre and the new library as six key projects in the province. The provincial development and reform commission officially approved the project on March 9, 2007. The project is located in Changfeng Commercial and Cultural Zone on the south side of Changfeng West Street in Taiyuan City, and the land for the project is allocated by Taiyuan Municipal Government free of charge.
On April 6, 2007, the bidding documents for project design were compiled; On April 12, the bidding documents for architectural engineering design of Shanxi Grand Theatre and Shanxi Provincial Library were sent to the bidders at the same time; On April 27th, the work of questioning and clarification was completed.
Bidding documents were accepted on June/KOOC-0/0, 2007, and bid evaluation was carried out from June/KOOC-0/day to June/KOOC-0/2, resulting in three winning schemes. Later, after many experts and citizens' selection, today's project plan was finally determined.
On August 28th, 2008, the foundation stone laying ceremony was held in the Grand Theatre.
By September 2009, all the works under the platform have been completed, the three-story structure of the concert hall has been capped, and the construction of the four-story structure has begun. The two-story structure of the main theater is under construction, and the foundation pit of the small theater is being excavated.
