In order to expand and optimize the effective coverage of public library services and let more people enjoy public library services, the draft has the following provisions: First, the people's governments at or above the county level should incorporate public library undertakings into their national economic and social development plans, incorporate public library construction into urban and rural planning and overall land use planning, increase investment in public libraries established by the government, and incorporate the required funds into their finances at the corresponding level. Second, the construction of public library service network should adhere to government-led and social participation. The local people's governments at or above the county level shall determine the number, scale, structure and layout of public libraries according to the population, population distribution and environmental conditions within their respective administrative areas, and strengthen the construction of fixed libraries, mobile service facilities and self-service facilities; Third, local people's governments should make full use of the comprehensive service facilities of streets, towns and urban and rural communities to establish libraries to serve urban and rural residents. Second, improve the management system of public libraries.
In order to guide the healthy development of public libraries and improve their social benefits, the draft has made the following provisions: First, the establishment of public libraries should meet the corresponding conditions; Second, the establishment, alteration and termination of a public library shall go through the registration formalities in accordance with the relevant provisions of the state, and shall be filed with the cultural authorities of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government where the library is located; Third, public libraries should be equipped with an appropriate number of staff with certain professional knowledge and skills, and public library directors established by the government should have corresponding conditions; Fourth, the state promotes public libraries to establish a corporate governance structure, establish and improve relevant organizational management systems, and attract relevant representatives, professionals and the public to participate in management; Fifth, public libraries should collect all kinds of literature information extensively according to the purpose of running the library and the needs of the clients, and arrange, preserve and dispose of it in accordance with relevant regulations. Third, further expand the service function of public libraries.
In order to clarify the service functions that public libraries should undertake and improve the service level of public libraries, the draft stipulates: first, public libraries organized by the government should set up children's reading areas, equipped with professionals to carry out reading guidance and social education activities for minors, and children's libraries can be set up separately where conditions permit; Second, public libraries should carry out literature information inquiry and borrowing free of charge, open public space facilities, carry out public lectures, training, exhibitions and other activities, and take promoting and guiding the reading of the whole people as an important task; Third, public libraries should be opened on national statutory holidays and public holidays, and their service contents, opening hours and borrowing rules should be announced to the public; Fourth, public libraries should improve the service conditions and level, regularly publish the service development, listen to readers' opinions and accept social supervision; Fifth, public libraries established by the government should provide special group services, mobile services, self-service and digital services. Four, encourage all forces to participate in the cause of public libraries.
In order to further mobilize the enthusiasm of all parties to support and participate in the development of public libraries, the draft stipulates: First, the government will provide policy support to public libraries established by citizens, enterprises, institutions, social organizations or other organizations in accordance with relevant state regulations; Second, the state encourages citizens, enterprises, institutions, social organizations or other organizations to donate to public libraries according to law, and gives tax incentives in accordance with relevant tax laws and administrative regulations. Foreign natural persons, legal persons and other organizations can participate in the construction of public libraries in China in the form of donations in accordance with relevant laws and administrative regulations; Third, public libraries established by citizens, enterprises, institutions, social organizations or other organizations are treated equally with public libraries established by the government in terms of establishment conditions, professional title evaluation, property disposal after termination, and basic requirements for operation and management; Fourth, public libraries can be named after donors' names and titles according to law, and public libraries established by citizens, enterprises, institutions, social organizations or other organizations can also be named after donors' names and titles and their buildings and other facilities according to law; Fifth, encourage all kinds of libraries such as school libraries and scientific research institutions to open to the society.
