2. Children, soldiers and foreigners without ID cards can apply for library cards with valid certificates. Children's library cards (6 years old to 16 years old) are only used in children's libraries.

3. Implement one card per person. When registering, readers must pay the deposit according to the following standards: Chinese borrowing function 100 yuan (2 books and 2 periodicals can be borrowed), 200 yuan (4 books and 3 periodicals can be borrowed) and 300 yuan (6 books and 4 periodicals can be borrowed); Chinese and foreign language book borrowing function 160 yuan (2 books and 3 periodicals can be borrowed); Children's borrowing function 100 yuan (2 books can be borrowed); Braille borrowing function 200 yuan (2 books can be borrowed).
