Disabled cards are different from old cards.

Disabled card is a legal document to identify the disabled and the category and grade of disability. At present, China's disability categories are divided into seven categories: visual disability, hearing disability, speech disability, intellectual disability, mental disability, physical disability and multiple disabilities. Persons with disabilities who meet the "Practical Assessment Criteria for Disabled Persons in China" shall be issued with disability certificates.

"People's Republic of China (PRC) Disabled Persons' Card" (hereinafter referred to as "Disabled Persons' Card") is a special certificate for disabled persons approved by the state and uniformly issued by the China Disabled Persons' Federation. Its utility is mainly reflected in:

(1) Disability certificate and its category and grade;

According to the "Measures for the Administration of Disabled Persons' Cards in People's Republic of China (PRC)", all persons with disabilities in vision, hearing, speech, intelligence, limbs and spirit who meet the "Practical Assessment Criteria for Disabled Persons in China" will be issued with disabled persons' cards. Disabled people who have not yet reached the prescribed standards cannot be issued with disability certificates.

The convenience of old-age cards varies from region to region, which can be summarized as follows:

(1) The elderly do not bear all kinds of social fund-raising. Preferential agricultural tax policies for the elderly over 65 years old in rural areas shall be implemented in accordance with the relevant provisions of the provincial rural tax and fee reform. Older people over the age of 65 are exempt from rural public welfare funds and do not undertake the obligation to invest in village-level collective public welfare undertakings. For the elderly under the age of 65 who have lost their ability to work or have special difficulties, the investment obligation of village-level collective public welfare undertakings may be appropriately reduced or exempted upon approval.

(2) The hospital is the first choice for the elderly. All medical institutions should provide high-quality medical and health care services for the elderly, and conditional hospitals and community health service institutions should set up family beds for the elderly. Elderly people over 70 years old are exempt from the registration fee for general outpatient service.

(3) The elderly enter the park with a discount card and purchase tickets free of charge; Admission to scenic spots, tourist attractions, cultural palaces, clubs, libraries, art galleries, museums, science and technology museums, exhibition halls, memorial halls, theaters and other public cultural and entertainment places is half-price, and the elderly over 70 years old are free.

(4) Social sports venues should be open to the elderly. Organs, enterprises, institutions, schools, towns, street communities, stadiums and facilities shall provide convenience for the fitness activities of the elderly. The elderly will be given a half-price discount when they enter the paid sports and fitness venues with a discount card.

(5) The waiting rooms (boats) of railway stations, bus stations and port passenger stations shall be provided with special seats for the elderly, and a certain number of seats for the elderly shall be provided on the cars (boats). When the elderly take the above means of transportation, they have priority in purchasing tickets and checking tickets, getting on and off the bus (ship). Older people over the age of 65 will enjoy half-price concessions when taking local buses (electric buses). Older people over 70 are free.

(6) The elderly can use public toilets for free with a discount card.

(7) Courts at all levels should give priority to accepting, hearing and executing cases involving the elderly. Elderly people who meet the conditions of judicial assistance are given priority in obtaining judicial assistance. If they have difficulty in paying the legal fees, they can apply for extension, reduction or exemption. When the notary office handles the notarization of the Agreement on Raising, Helping and Supporting the Elderly, it may, according to the economic situation of the elderly, appropriately reduce or exempt the notarization fee in accordance with the prescribed procedures.

(eight) for the elderly over 100 years old, each person shall be given a longevity allowance of not less than 100 yuan per month. The funds shall be borne by the local finance. County (city, district) health administrative and aging departments organize medical staff to conduct a free physical examination for the elderly over 100 years old every year.

(nine) cities and counties (cities, districts) in the implementation of the provisions of the province, the city on the basis of preferential treatment for the elderly, can only increase the content of preferential treatment, improve the standard of preferential treatment, shall not reduce the content and standard of preferential treatment. The elderly in our city enjoy the treatment of the provincial and municipal regulations on preferential treatment for the elderly, and those who hold valid certificates to work, travel or visit relatives in other places enjoy the relevant treatment of the elderly in our city.

(10) The people's governments at or above the county level may formulate specific provisions on preferential treatment for the elderly according to the actual situation of local economic and social development and relevant laws and regulations. Laiyang City, Laizhou City, Longkou City, Penglai City and Zhaoyuan City in our city have signed agreements with relevant hospitals to give preferential treatment to the elderly with old-age certificates.
