Resident Evil 2 Remastered Bell Tower is at the southwest side door on the third floor of the library hall.

First of all, the route to the bell tower

Find the jack (you must get the plum blossom key before you can get the jack), come to the library, use the jack to move the bookcase into a road, walk on the bookcase from above to the third floor of the hall, and enter the bell tower from the southwest gate (next to the green grass).

Enter the boiler room where the zombies rushed out, get the plum blossom key, take the plum blossom key to the passage of the southwest gate of the hall, and open the archives room on the road. The "jack handle" is available in the archives.
