In order to fully understand the present situation of private kindergartens in our city, we formed a special research group in 2006 to investigate and study 28 private kindergartens in our city/KLOC-0. The investigation and study adopted the methods of listening to the introduction, on-the-spot inspection, reading materials, auditing accounts, individual visits and questionnaires, focusing on four aspects: running the park according to law, running conditions, managing the park affairs and ensuring education. At the end of the investigation, all kindergartens exchanged relevant information with the principals of the kindergartens under investigation, and put forward rectification suggestions for kindergartens with poor conditions run by 19.
I. Main achievements
1, the concept of running the park is constantly updated. After the reform of rural kindergartens, the concept of owners running kindergartens has been gradually improved in educational practice. They think gardening is not only a family business, but also a career. They generally realize that early childhood education is an important part of basic education, so they take the overall implementation of early childhood education policies and the overall improvement of the quality of education guarantee as the guiding ideology for running the park, conscientiously implement the Private Education Promotion Law, Kindergarten Management Conditions, Kindergarten Work Regulations and Kindergarten Education Guiding Outline (for Trial Implementation), consciously accept the overall planning, supervision and management of the local government and the education administrative department, and accept the education management and professional guidance of the education administrative department.
2. The conditions for running the park have been continuously improved. Before the reform, the conditions for running kindergartens in our city were generally poor. After the reform, the majority of owners actively raised funds to build kindergartens, purchased modern educational facilities and equipment, purchased large toys and books, and the conditions for running kindergartens were rapidly improved. At present, facilities and equipment such as teaching and living rooms, sanitation, safety, fire protection, water supply, drainage and power supply in urban kindergartens are basically in place. Kitchen facilities in kindergartens can be rebuilt and added in strict accordance with the requirements of the Municipal Health Supervision Office. At the same time, many kindergartens attach importance to the purification, greening and beautification of the kindergarten environment, and strive to make the per capita area, per capita building area and per capita greening area of kindergartens reach the standard step by step, and gradually optimize the environment in the park.
3. The behavior of running a garden is constantly standardized. Generally speaking, the legal awareness of the majority of garden owners has gradually increased. First, the salaries, social insurance and welfare benefits of faculty and staff are guaranteed according to law, and the salaries of faculty and staff are paid according to the policy. Second, a series of rules and regulations have been formulated to standardize the behavior of running parks. Third, according to categories and policies, the financial accounting system is gradually established, agency fees and meals can be settled and publicized on time, and the funds needed for running the park and development funds are basically guaranteed. Fourthly, most kindergartens have actually formulated their goals and development plans, and organized their implementation. Fifth, the safety management of kindergartens has been strengthened, and a long-term safety mechanism has been established, especially the system of picking up and dropping off children, which has been basically eliminated? Baby shuttle bus? Phenomenon. Sixth, most kindergartens can arrange classes according to age restrictions.
4. The quality of running the park has been continuously improved. All kindergartens attach great importance to improving teaching quality. First, improve the ideological quality of the nursing team and actively send teachers and nurses out to study, train and communicate. The second is to make plans for gardening, teaching and research, health care and conservation, and one-day activities, and implement, check and summarize them as planned to ensure the orderly teaching. The third is to strengthen family contact activities and attach importance to the education of children's personality development and good behavior formation. Fourth, scientifically arrange the activities of the day, take games as the basic activities of children, stimulate interest and develop intelligence. Fifth, attach importance to health education and establish a system of baby health examination and health records.
Second, the main problems
1, the awareness of laws and regulations is relatively weak. Some kindergartens are still operating without a license; Some kindergartens still use baby car ferry illegally; Some kindergartens charge fees illegally; Some small-scale rural kindergartens with simple facilities are vicious in grabbing students, competing for lower prices and charging fees, and lacking standardized management; Some kindergartens don't arrange classes according to age and more than the prescribed number of people, and don't equip teachers and staff according to the establishment regulations; Most kindergartens do not provide social endowment insurance for teaching staff, and some kindergartens lack health certificates.
2. The concept of running a garden is biased. Some legal persons invest in kindergartens for profit. Under the domination of this concept, kindergartens lack advanced goals, clear goals, development plans and scientific management measures, which leads to the slow pace and low level of kindergarten reform and development and hinders the healthy development of kindergartens.
3. The teaching staff is not stable enough. Rural kindergartens generally have low wages and poor welfare, which leads to unstable teams. Under the situation of market competition, many kindergartens survive by compressing the establishment, increasing the class size and reducing the salary, which leads to some unqualified personnel entering the preschool education team. Therefore, rural preschool teachers have low academic qualifications, thin cultural background, poor professional qualification rate and obvious decline in overall quality.
4. The funds for running the park cannot be put in place. Except some kindergartens in huilong town invested a lot of money, many kindergartens did not withdraw development funds to improve the conditions of running parks in accordance with relevant regulations. Many rural kindergartens are poorly equipped, and some of them are put in houses and warehouses to run parks. They lack audio-visual equipment and large toys, especially for educational research, teacher training and educational activities.
5. The management level is uneven. At present, among the 28 kindergartens in our city/KLOC-0, organizers come from all directions. Except for those who graduated from preschool education, more than half of kindergarten operators have no professional study and training, and have no experience in teaching guarantee and management. These gardeners have low management level and often violate the laws of education and teaching.
6. Early childhood education? Elementary school? The phenomenon still exists. Some kindergartens, especially rural kindergartens, are keen on the teaching of children's literacy, pinyin, writing and arithmetic in order to win over students or show their so-called teaching quality to parents. This wrong practice seriously violates the law of early childhood education and children's growth, and damages the healthy development of children's body and mind.
Three. suggestion
Early childhood education is an important part of basic education. The development of preschool education is important for children's follow-up study and lifelong development, popularizing nine-year compulsory education with high quality and high level, improving the overall quality of the people and realizing? Two firsts? It is of great significance. To this end, the following suggestions are made:
1, standardize the behavior of running the park and improve the quality of legal persons. It is necessary to further strengthen the supervision and guidance of private kindergartens, standardize the behavior of running kindergartens, and rectify kindergartens with poor conditions within a time limit; Those who have not yet applied for a park permit and meet the conditions for running a school should be urged to quickly apply for a park permit for private kindergartens; Illegal kindergartens must be resolutely banned. It is necessary to further strengthen the training of kindergarten directors, especially to update the concept of running a kindergarten as a legal person, so that they can obtain a qualification certificate, implement a qualification examination system, regularly assess their school-running concept and level, and improve their management level.
2. Stabilize the teaching staff and improve the level of teachers. According to the relevant provisions of the Regulations on Teachers' Qualifications, the qualification access system and registration management system are implemented for preschool teachers. The appointment and employment of private kindergarten teachers should be selected from qualified teachers registered by the education department as far as possible, and unqualified personnel should be gradually dismissed. Protect the legitimate rights and interests of preschool teachers in further training, advanced selection, professional skills, job evaluation and employment, salary and social insurance according to law. It is necessary to strengthen the training of preschool teachers. First, through kindergarten-based training, let all teachers keep pace with the times, establish correct educational ideas and concepts, and constantly improve educational methods; Second, continue to establish the system of holding certificates and build the entrance for teachers; Thirdly, the training and communication of preschool teachers can create a good external environment through display. At the same time, kindergartens in central towns and urban areas should be encouraged and even forced to recruit preschool teachers who graduated from regular normal schools to replenish fresh blood for the preschool education team.
3. Strengthen garden management and improve the quality of education. It is necessary to further implement the Regulations on Kindergarten Work of the former State Education Commission and the Guiding Outline of Kindergarten (for Trial Implementation) of the Ministry of Education, attach importance to the scientific research of kindergarten education, strengthen the routine management of kindergarten education and teaching, and promote the all-round development of morality, intelligence, physique and beauty. It is necessary to establish a long-term management mechanism for kindergarten safety, clarify responsibilities and put them in place; Eliminate all kinds of accidents at any time, nip in the bud, strengthen comprehensive management, and rectify the surrounding environment of kindergartens. Teachers, parents and children should be educated in various ways to do a good job in kindergarten safety. We should respect children's personal dignity and basic rights, provide children with a safe, healthy and rich living and activity environment, and meet their various requirements; Respect the characteristics and laws of children's physical and mental development, pay attention to individual differences, and let children grow up healthily. It is necessary to speed up the establishment of a supervision mechanism for community and parents to participate in kindergarten management and establish a scientific evaluation system; Strengthen the cooperation between kindergartens, families and communities, make full use of the resource advantages of kindergartens and communities, and continuously improve the quality of education.
4. Increase investment and improve the conditions for running the park. It is necessary to further clarify the assets of kindergartens, extract development funds according to law, and ensure that 20% of the total gross income each year is used to improve the conditions for running kindergartens. It is necessary to further strengthen the hardware construction of the park, especially the construction of special activity rooms. We should vigorously purchase modern educational audio-visual facilities, audio-visual toys, large toys, books, audio-visual materials and other hardware equipment. It is necessary to further develop lawns, sandy land, hillsides, farms, plantations, swimming pools and other venues to increase children's activity space. It is necessary to further purify, green and beautify the environment of the park, strengthen the construction of campus culture, and create a healthy paradise full of childlike interest.
5. Improve the management system and strengthen supervision and guidance. It is necessary to strengthen the organization and leadership of private kindergartens, improve the management system of preschool education, and earnestly perform administrative duties. The Municipal Education Bureau and the Education Supervision Office, the Township People's Government and the joint school-running institutions should regularly supervise and guide the development of preschool education, fund raising and investment, the quality and management level of kindergarten education, and running the park according to law, and announce the inspection results to the public, accept the supervision of the society and parents, and strive to improve the quality of running the park. It is necessary to rationally adjust the layout of kindergartens, encourage joint operation and scale operation of kindergartens, and curb illegal kindergartens and vicious competition. We should actively promote the characteristic education of kindergartens, guide kindergartens to seriously carry out the activities of creating characteristic kindergartens, and take the road of characteristic development and connotation development.
6. Form unique characteristics of running the park in terms of educational concept, goal of running the park, management of garden affairs, guarantee of teaching quality and training of teachers. It is necessary to urge private kindergartens to do a good job in creating and upgrading classes, promote the construction of modern and demonstration kindergartens in the province in a planned way, give play to their demonstration and radiation functions, and fully promote the coordinated, healthy and sustainable development of early childhood education.
