(1) License conditions: 1, with a definite enterprise name and business scope; 2. Operators shall have the professional qualification of publication distributor at or above the junior level; 3. Having a fixed business place suitable for its business.

(3) Materials to be submitted: 1. Application (the application shall specify the name, address, enterprise type, source and amount of funds); 2. Articles of association of public institutions; 3, technical personnel, management personnel's professional and technical qualifications and identification; 4. Capital credit certificate; 5, the identity certificate of the operator; 6. Proof of business premises and right to use.

(4) Basic procedures: application, acceptance, examination and approval.

(5) Time limit for processing: within 20 working days from the date of accepting the application (excluding holidays).

Legal basis: Article 37 of the Regulations on the Administration of Publishing. Units and individual industrial and commercial households engaged in the publication distribution business shall go through the examination and approval procedures in accordance with the provisions of Article 35 of these regulations if they change the registered items of the publication business license or merge, merge or split up.

Units and individual industrial and commercial households engaged in publication distribution business shall terminate their business activities and report to the original approved publishing administrative department for the record.
