1982, the project office of "World Publications Collection and Utilization" (UAP) of the International Federation of Library Associations and Institutions published the research report of J. Collins and R. Finner, and divided the existing resource distribution modes into the following five types: centralized periodical collection. For countries with limited funds and low demand for literature, a central unit can be set up to collect research journals with high utilization rate to meet the needs of the whole country at a lower cost. Of course, there can also be a library to collect national publications through the submission system to provide protection.
The above model has certain reference significance for countries that have not yet developed literature resources construction. Countries often adopt only one of these models in concrete practice; Or give priority to a certain mode, supplemented by other modes; Or the transformation of a certain model; Or a combination of several modes.
