The Institutional Service of Zhengzhou Library
Over the years, Zhengzhou Library has always adhered to the purpose of "readers first, service first" and the concept of public cultural institutions serving the public free of charge. In the 1990s, the measures of "four exemptions and four services" were implemented ("four exemptions": free reading of newspapers and periodicals, free activities for readers, free online reading of e-books for disabled people and free listening and entertainment for children readers; "Four services": 365-day open service, open-shelf borrowing service, scientific research project tracking service, and home delivery service for the disabled) to achieve barrier-free and zero-threshold entry. At present, there are 15 lending service windows for literature, social science, natural science, newspapers and periodicals, ancient books and documents, art geography, electronic reading and disabled reading. The entire library is open for 80 hours a week and receives more than 600,000 readers every year. From 2011February 14, according to the relevant requirements of the state on the free opening of public libraries, the registration fee and internet access fee will be cancelled, so that all basic services will be free.

Zhengzhou Library has made an active exploration and attempt in the construction of public library service system. More than 30 book circulation points and service points, including Zhengzhou Power Transmission and Transformation Community, Nanyangzhai Community, Zhengzhou Prison and Guancheng Huizu District, Zhengzhou Traffic Patrol No.9 Brigade and Zhengzhou School for the Blind and Deaf, have been established successively, initially forming a book service system integrating a main library, four branch libraries and a number of small rural, community and unit reading stations. In June, 2065438+00, the 24-hour self-service library, the first city block in Henan Province, was launched, which further expanded the social service coverage and influence of the library.

In June 2008, Zhengzhou Municipal Government invested 4.9 million yuan to build a high-standard "Zhengzhou Branch of the National Cultural Information Resource Sharing Project" in Zhengzhou Library. Zhengzhou Library Digital Culture Network, a sub-center digital comprehensive service platform, was put into use in August 2009.
