Article 2 The National Book Award, sponsored by People's Republic of China (PRC) and the State Press and Publication Administration, is the highest award among the national book awards.
Article 3 The guiding ideology of the National Book Award is: centering on the party's economic construction, adhering to the four cardinal principles, adhering to the basic line of reform and opening up as the guide, adhering to the direction of serving the people and socialism, adhering to the policy of letting a hundred flowers blossom, letting a hundred schools of thought contend, making the past serve the present and making foreign things serve China, so as to promote the publishing work to better serve the construction of Socialism with Chinese characteristics.
Article 4 The term "books" as mentioned in these Measures refers to books (including translated books) in Chinese and minority languages that are officially published and publicly distributed (including domestic distribution only) in China by publishing institutions established with the approval of the state publishing administrative department.
1. Books published by merged or renamed publishing institutions may be nominated and recommended by merged or renamed publishing institutions to participate in the National Book Award. Books published by publishing institutions in Taiwan Province Province, Hongkong and Macao will not be included in the selection scope of the National Book Award for the time being.
2. Compatriots from Taiwan, Hong Kong and Macao, overseas Chinese, overseas Chinese and foreigners can participate in the selection of national book awards for books (including reprints) published by Chinese mainland publishing institutions.
3. The books selected by the National Book Award include all kinds of books, teaching materials and picture books.
Both series and sets of books can participate in the selection. Every set of books is a kind, and every book in the series is a kind. Only when all the books have been published can they participate in the review.
The selected books include works, edited works, translated books and compiled books.
Article 5 Books that have won the National Book Award must conform to the principles listed in Article 3, be of good quality and make outstanding contributions, and meet one of the following five conditions:
1. Made important contributions to the development of Chinese science and culture;
2. He has made important contributions in publicizing Marxism and the major principles and policies of the Party and the country;
3. Having made important contributions to the national economy and national defense construction;
4. Having made important contributions to the development of the publishing industry;
5. It has important ideological value, scientific value, cultural and artistic value or has great influence in the ideological, academic and social circles.
The books participating in the selection shall meet the prescribed conditions, and the winning books must meet the award-winning criteria (the specific award-winning criteria and the conditions for winning the nomination award shall be formulated by the subcommittees of the National Book Award Selection Committee respectively and implemented with the consent of the jury).
Article 6 The National Book Awards are divided into nine categories: philosophy and social sciences, literature and art, science and technology, collation of ancient books, children's books, education, dictionary reference books and ethnic books. The amount of each category of awards depends on the specific situation of book publishing and is not evenly distributed. Large-scale, multi-volume books and collections that have great influence at home and abroad and have made special contributions to the political, economic and cultural development of society can be awarded separately.
Article 7 The National Book Award is held every two years, and the amount of each award is 30, regardless of grade. If there are less than 30 books that meet the award criteria, the award amount can be left blank. There are also 50 nominations. Before the books selected for the National Book Award are formally determined, readers' opinions should be listened to in an appropriate form.
Article 8 The National Book Award shall be awarded to the authors (translators), responsible editors and publishing institutions of award-winning books.
Article 9 The Press and Publication Administration takes a part of the special funds for the development of national publishing enterprises as the special funds for the evaluation and reward of national book awards every year.
Article 10 Reward methods:
1. The winning book was awarded the title of "National Book Award" by People's Republic of China (PRC) and the State Press and Publication Administration.
2. Issue award certificates to book authors (translators) and responsible editors who have won the National Book Award, and distribute bonuses: 6000- 1 10,000 yuan for authors, 5000-8000 yuan for translators and 4000-6000 yuan for responsible editors.
Award certificates to publishing institutions that have won national book awards.
Issue certificates to the authors (translators), responsible editors and publishing institutions who nominate books.
3. Publicize the list of award-winning books and their authors (translators), responsible editors and publishing institutions nationwide.
Article 11 The Press and Publication Administration shall employ experts and scholars and responsible comrades of relevant departments to form the National Book Award Selection Committee, formulate the conditions for participating books and award-winning criteria, and be responsible for the final evaluation of award-winning books. The director of the selection committee is concurrently the director of the Press and Publication Administration. The selection committee consists of sub-committees, the director of which is the deputy director of the selection committee and relevant experts and scholars. The selection committee has an awards office, which is responsible for the daily work of awards.
Twelfth to participate in the national book award selection procedures:
1. Books published by local publishing institutions (including university publishing institutions and military publishing institutions) shall be recommended by the press and publication bureaus of all provinces, autonomous regions and municipalities directly under the Central Government to the National Book Award Selection Committee of the Press and Publication Administration after preliminary evaluation. No more than 10 is recommended for each selection.
2. Books of publishing institutions affiliated to the central unit shall be recommended to the National Book Award Selection Committee of the Press and Publication Administration after preliminary evaluation by the competent unit of the institution. No more than 2 kinds are recommended by each club.
3. The publishing institution shall fill in the recommendation letter according to the unified requirements of the jury, with one copy for each book. Before the publication of the book, the publishing institution shall attach the recommendation letters (including professional evaluation) of two or more relevant experts and scholars with senior titles and the final opinions on the manuscript, which shall be reported to the Award Office after being audited by the local press and publication bureau or the competent unit. Article 14 The Press and Publication Administration shall be responsible for the interpretation of these Measures.
Fifteenth these Measures shall be implemented as of the date of promulgation.
