The building foundation was made of big bricks, which looked like a city gate, and pedestrians, chariots and horses had to pass through the gate. According to records, there were many buildings around the doorway at that time, and the roof was angular and magnificent. And on the plaque in the south, there is a "central giant town", which shows Xuzhou's reputation as a thoroughfare of five provinces. On the plaque in the north, "the grand view is supreme" shows the uniqueness of the landscape.

In the fifty-eighth year of Kangxi, the magistrate Jiang Zhuo was rebuilt, and the magistrate Shijie was rebuilt during the Qianlong period. Later generations appeared at the grave as gifts. Although it is famous in Pengcheng now, there is no trace left. Xuzhou Gulou District, named after the Drum Tower, is the central city of Xuzhou and the oldest city in the city.

After Japanese imperialism invaded Xuzhou, it established the Japanese puppet regime. At that time, Xuzhou was divided into four administrative districts, and now Xuzhou Gulou District was the first district at that time. 1946 When the township system was abolished, Xuzhou was divided into five districts.

1948 After the liberation of Xuzhou in February, the original administrative divisions were still maintained.

After the establishment of People's Republic of China (PRC), the name of the first district has been used until 1955. Later, due to the ancient building Drum Tower in China, the first district was renamed Xuzhou Drum Tower District with the approval of the superior.

1966 During the Cultural Revolution, Gulou District of Xuzhou was renamed Yan 'an District in the name of breaking capitalism.
