1. 1. Land-using units apply to the county (city, district) Bureau of Land and Resources → The county (city, district) Bureau of Land and Resources organizes the application materials for construction land in time for the land that meets the application conditions → After being reported to the people's government at the same level for examination and approval → After being approved by the municipal government → The Provincial Department of Land and Resources → The people's government at or above the provincial level for approval.

2. Secondly, the construction unit shall apply to the land administration department of the local people's government at or above the county level for construction land with the approved design task book or preliminary design, annual capital construction plan and corresponding materials, certificates and maps required by the local government.

3. Finally, fill in the application form for construction land, and attach the following materials: relevant certificates of the legal establishment of the construction unit; Reply of the feasibility study report of the project or other relevant approval documents; Pre-examination report on land use for construction projects issued by the land management department; Preliminary design or other relevant materials; General plan of the construction project; Possession of cultivated land, put forward plans to supplement cultivated land; If the construction project is located in a geological disaster area, it shall provide a geological disaster risk assessment report; Provide land price evaluation report.
