First, this notice applies to the city's motor vehicle parking service charges (hereinafter referred to as parking charges), roadside parking charges in accordance with the relevant provisions of the administrative fees management.
Two, the difference between different parking fees, respectively, the implementation of government pricing (including government guidance price, the same below) and market adjustment price.
(1) The scope of government pricing includes parking facilities with natural monopoly and public welfare, as follows:
1. Supporting parking facilities for transportation hubs such as airports, docks, stations, ports, urban public transportation hubs and transfer stations, and supporting parking facilities for tourist attractions (spots);
2. Party and government organs and institutions supporting parking facilities, non-profit medical institutions, public schools and parks, gymnasiums, libraries, museums, cultural palaces, youth palaces, concert halls, book cities and other social public * * * (public welfare) units supporting parking facilities;
3. Indoor professional parking facilities invested by government financial funds and urban construction investment (transportation investment) companies.
Government pricing of parking fees follows the principle of differentiation. When the government formulates and adjusts the parking fee standards, it needs to comprehensively consider the factors such as operating costs, geographical location, service conditions, supply and demand, and the affordability of all aspects of society, and implement different charging standards for motor vehicle parking services in different regions, different locations, different time periods and different modes.
(2) Parking facilities subject to market-regulated prices include other parking facilities outside the above-mentioned government pricing range. Among them, the parking fee standards for parking facilities jointly built by the government and social capital are determined by government investors and social investors in accordance with market rules and the principle of reasonable profit.
Three, residential parking facilities parking charges in principle, the implementation of market regulated prices. In view of the fact that the current motor vehicle parking service in residential areas does not meet the conditions of effective competition, the following provisions shall apply to the formulation and adjustment of parking fees in residential areas:
(a) the parking facilities have been registered in accordance with the law, and the formulation or adjustment of parking fee standards shall be agreed by the owners of parking facilities through contracts and other means with the entrusted management of parking facilities in accordance with market principles.
(two) the parking facilities are not registered according to law, and the formulation or adjustment of the parking fee standard should be regarded as a major matter involving the interests of the owners, and decided by the owners' meeting according to the relevant laws and regulations on property management. If the decision procedure of the owners' meeting is not fulfilled according to law, the parking fee shall be temporarily implemented according to the original relevant provisions.
For residential areas that have not established the owners' meeting according to law, the district housing and construction department may, jointly with the sub-district offices, after soliciting the opinions of the owners or users of residential areas and obtaining more than half of the written consent, designate the local community workstation to act as the authority of the owners' meeting and negotiate with the parking facility operators to determine the parking fee standard.
