Regulations of Zhangjiajie Municipality on Promoting Civilized Behavior
Chapter I General Provisions Article 1 In order to cultivate and practice socialist core values, inherit and carry forward China's excellent traditional culture, enhance the level of social civilization and promote the construction of Zhangjiajie's famous tourist attractions at home and abroad, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the activities of promoting civilized behavior within the administrative area of this Municipality.

The term "civilized behavior" as mentioned in these Regulations refers to the behavior of abiding by the provisions of the Constitution, laws and regulations, meeting the requirements of social morality, public order and good customs, and civilized tourism, leading social customs and promoting social civilization and progress. Article 3 To promote civilized behavior, we should adhere to the principles of party committee leadership, government leadership and social coordination, give full play to the main role of citizens, and form a long-term mechanism of * * * construction, * * governance and * * enjoyment. Fourth city and county (District) spiritual civilization construction steering committee unified leadership within their respective administrative areas to promote civilized behavior.

City, county (District) Office of the Steering Committee for the Construction of Spiritual Civilization (hereinafter referred to as Civilization Office) shall be responsible for the promotion of civilized behavior within its administrative area and perform the following duties:

(1) Formulating relevant systems and plans for promoting civilized behavior;

(two) to guide and coordinate the relevant units to carry out the propaganda work of civilized behavior;

(three) to supervise and inspect the implementation of civilized behavior propaganda;

(four) to supervise the relevant units to accept and handle relevant suggestions and complaints in accordance with the provisions;

(five) regularly evaluate and report on the implementation of these regulations;

(six) other related work to promote civilized behavior. Article 5 The relevant functional departments of the people's governments of cities and counties (districts) and the people's governments of townships (street offices) shall clearly define their responsibilities, actively cooperate with each other, and do a good job in promoting civilized behavior within their respective responsibilities.

Village (neighborhood) committees should strengthen the propaganda and guidance of civilized behavior and actively carry out the propaganda of civilized behavior. Article 6 Advocating civilized behavior is the common responsibility of the whole society.

State organs, social organizations, enterprises and institutions, grassroots mass autonomous organizations, other organizations and individuals should actively participate in the propaganda of civilized behavior in light of their own reality.

State functionaries, educators, medical workers and public figures should play an exemplary role in advocating civilized behavior. Chapter II Code of Conduct for Civilized Citizens Section 1 Basic Code of Conduct for Civilized Citizens Article 7 Citizens shall abide by the Constitution and laws, love the motherland, support the socialist system, safeguard national unity, security, honor and interests, cherish the national flag and emblem and respect the national anthem.

When paying homage, offering sacrifices and visiting places such as memorial facilities for heroic martyrs and patriotic education bases, we should abide by the system of offering sacrifices and sweeping and etiquette norms, and consciously safeguard the solemn atmosphere. Article 8 Citizens shall abide by public order and civilized behavior norms:

(1) Dress neatly in public places, behave appropriately, have a civilized language, consciously wait in line for service, and use elevators, escalators and stairs in a civilized way;

(2) Passengers who take public transport should wait for the bus in a civilized manner, get off the bus first and then get on the bus, and give up their seats for passengers who are old, weak, sick, disabled, pregnant, young and with babies, and shall not interfere with the driver's safe driving, seize the seat or interfere with others' riding, and shall not make noise or fight in the car;

(3) Keep quiet in hospitals, libraries, memorial halls, museums, theaters and other public places. , consciously put the phone into a mute state and answer the phone softly. Article 9 Citizens shall abide by the code of conduct for civilized public environment:

(1) No spitting, betel nut residue spitting, chewing gum spitting and defecation, no littering of peels, scraps of paper, cigarette butts, beverage bottles (cans), packaging materials and other wastes, no littering and sewage dumping, and timely cleaning of pet feces;

(2) It is forbidden to barbecue or burn straw, fallen leaves, garbage and other substances that produce smoke pollution in the open air in prohibited areas;

(three) take care of flowers and trees and greening facilities, and shall not pick flowers and fruits, climb trees or damage green space;

(four) after using the public toilet, it should be flushed immediately, keep clean and tidy, and do not occupy the toilet for the disabled;

(five) to carry out hiking, camping, fishing and other outdoor activities. Clean up garbage and waste by yourself, and do not pollute or damage the environment. Tenth citizens should abide by the norms of civilized behavior of public transport:

(a) driving a motor vehicle in accordance with the provisions of the lane, not illegal horn and use of lights, through intersections and water sections to slow down, through the crosswalk to yield to pedestrians;

(2) Motor vehicles, non-motor vehicles and pedestrians should avoid special vehicles such as police cars, ambulances, fire engines and engineering rescue vehicles that perform emergency tasks;

(3) Drivers of tourist buses, buses and taxis shall strictly abide by traffic rules and operating procedures, drive in a civilized manner, ensure safety, and do not smoke, eat areca, dial or answer hand-held telephones, watch TV, throw away passengers, bully passengers or refuse to carry passengers;

(4) Pedestrians passing through motor vehicle lanes or intersections shall take crosswalks or crossing facilities, pass according to traffic signals and signs, and shall not use skateboards, roller skates and other sliding tools, or take flatbeds or balance cars on the road;

(5) Take good care of Internet rental vehicles such as * * * bicycles and * * * cars, park them in an orderly manner after use, and do not discard them at will or intentionally damage them.
