Abstract: When books are purchased by public bidding, the evaluation method should be adopted. The scoring standard should be formulated by the book purchasing unit in combination with its own reality. Comprehensive scoring method or cost-effective method can be used. In order to prevent book suppliers from failing to honor the promises made in the bidding after winning the bid, book purchasing units must also formulate punishment measures for book suppliers' violation of promises, so as to link all the promises of suppliers with their economic interests, so as to formulate a relatively perfect book bidding and purchasing plan.
