Responsibilities of the Ministry of Construction
The main responsibilities of the Ministry of Construction are:

(a) to study and formulate guidelines, policies and regulations for urban planning, town planning, engineering construction, urban construction, construction, residential real estate, survey and design consulting, and municipal public utilities, as well as relevant development strategies and medium-and long-term planning, and guide their implementation and conduct industry management.

(two) to guide the national urban planning, town planning, urban survey and municipal engineering survey; Responsible for reviewing and approving the overall urban planning and provincial urban system planning assigned by the State Council; Participate in the review of the overall land use planning; To undertake the examination and approval, protection and supervision of famous historical and cultural cities; Manage urban construction archives.

(three) to organize the formulation of national standards for the implementation stage of engineering construction, which shall be issued by the State Bureau of Quality and Technical Supervision in a unified number; To organize the formulation and release of national unified quotas, industry standards, national standards and economic quotas managed by the Ministry; To organize the formulation of economic evaluation methods, economic parameters, construction standards, construction period quota, construction land index and project cost management system for the feasibility study of construction projects, and jointly publish them with the State Planning Commission and other departments; Supervise and guide the implementation of various engineering construction standards and quotas.

(four) to guide national construction activities; Standardize the construction market, guide and supervise the construction market access, project bidding, project supervision and project quality and safety; To formulate laws and regulations on the survey, design, construction, construction supervision and management of social intermediary organizations, and supervise and guide them; Organize and coordinate construction enterprises to participate in international project contracting and construction labor cooperation.

(five) to guide the construction of cities and villages throughout the country; Guide urban water supply and water saving, gas, heat, municipal facilities, public passenger transport, gardens, city appearance and sanitation, etc.; To guide the greening work in urban planning areas; Responsible for the approval, protection and supervision of national key scenic spots and their planning; To guide the development, utilization and protection of groundwater in urban planning areas; Guide the city appearance and environmental management and urban construction supervision.

(six) to guide the national housing construction and urban housing system reform; Responsible for the management of residential and real estate industries; Guide the paid transfer, development and utilization of urban land use rights; Guide and standardize the real estate market.

(seven) responsible for the formulation of various types of buildings and their ancillary facilities and urban municipal facilities construction engineering seismic design specifications; Guide the development and utilization of urban underground space.

(eight) to formulate scientific and technological development plans and technical and economic policies for various industries; Organize major scientific and technological projects to tackle key problems and promote achievements, and guide major technology introduction and innovation.

(nine) to formulate the educational standards and training specifications for architecture majors in colleges and universities; To guide the training and continuing education of employees in various industries in charge of the Ministry.

(ten) the management of foreign economic and technological cooperation and foreign affairs in the construction industry; Guide enterprises to explore foreign construction market and real estate market.

(eleven) the staffing and organization of the administrative organs and institutions directly under it; Responsible for the construction of scientific and technological talents in various industries. Management professional technical title standards and professional qualifications.

(twelve) to undertake other tasks assigned by the State Council.
