Interim provisions on book remuneration

(Issued by the National Copyright Administration in June 2006 1990)

Article 1 These Provisions are formulated with a view to safeguarding the legitimate rights and interests of translators, prospering creative work and academic research, encouraging translators and improving the level of publications.

Article 2 Once a translation is published or published, appropriate remuneration shall be paid according to the quality of the work and the difficulty of translation. The first edition of the book pays the translator the basic remuneration according to the number of words and the remuneration according to the number of prints; When reprinting, the basic remuneration is not paid, only the printing remuneration is paid.

Article 3 Basic remuneration standard: (1) Manuscript: every thousand words 10 to 30 yuan. For scientific works with really important academic value, including monographs on natural science, social science and literary theory, if remuneration must be paid to a higher level, the standard may be appropriately raised, but the standard shall not exceed 40 yuan per thousand words.

(2) Translation: 8 to 24 yuan per thousand words. For translations that are particularly difficult to translate but of good quality, the standard may be appropriately raised, but it shall not exceed 35 yuan per thousand words.

Translation from a foreign language into Chinese does not pay remuneration to the original author; The remuneration of translators shall be paid according to the above standards.

When translating Chinese into a foreign language, the translator shall be paid according to the remuneration standard specified in paragraph (1) of this article. The original author shall be paid 20% to 40% of the remuneration for the translation of the work.

If translated from minority languages into Chinese, 60% of the remuneration shall be paid to the original author according to the remuneration standard stipulated in paragraph (1) of this article.

The remuneration paid to translators of minority languages shall be increased by 25% to 30% in addition to the standard of translating foreign languages into Chinese as stipulated in this paragraph.

Translation from Chinese into minority languages does not pay remuneration to the original author.

(3) Ancient book manuscripts: ancient book collation, modern translation, annotation, annotation and collection, 9 to 18 yuan per thousand words. Especially difficult, high quality, can be appropriately improved, but not more than 30 yuan per thousand words.

The compilation of ancient books is 5 to 12 yuan per thousand words (printing remuneration is not paid).

Index of various ancient books, 5 to 10 yuan per thousand words (no payment for printing).

Sentence breaking and error correction, 4 per thousand words to 8 yuan (printing without remuneration).

Punctuation plus general proofreading, 5 to 10 yuan per thousand words; Proofreading punctuation can be appropriately increased, but not more than per thousand words 15 yuan (all are not printed).

(4) Remuneration: the basic remuneration for entries in the dictionary is increased by 65,438+05% to 25% according to the standard in Item (65,438+0) of this article, and the remuneration for printed pages is not paid.

Encyclopedia entry compilation, 24 to 30 yuan per thousand words, plus 20% to 30% of the basic remuneration, regardless of the number of copies paid.

(5) The remuneration for adapting or abridging a manuscript of another person's work shall be 40% to 60% of the standard in paragraph (1) of this article. And pay 20% to 40% of the adaptation fee to the original author; Pay the adaptation fee of the original publisher 10% to 20%.

(6) The proofreading fee for the translation is 4 to 10 yuan per thousand words, and the printing remuneration is not paid. If the translator asks others to proofread on his behalf, the expenses shall be paid by the translator; If the publishing house asks others to revise it, the revision fee shall be paid by the publishing house.

(8) For books edited by external personnel, please pay the editing fee, and the number of copies is not paid for every 10,000 words from 20 yuan to 30 yuan.

Invite external staff to edit and process the manuscript, and pay the editing and processing fee of 20 to 30 yuan per 10,000 words, without paying the number of copies.

(9) Invite external personnel to review the manuscript and pay the review fee. The review fee for general books is paid to 20 yuan per 10,000 words 10; For more difficult monographs, it may be appropriately increased, but it shall not exceed 40 yuan per 10,000 words; Don't pay for printing.

Article 4 Remuneration for printing: (1) Remuneration for printing ordinary books shall be paid according to a certain proportion of the total basic remuneration: (1) If the printing quantity is less than 10000 copies, 8% of the basic remuneration shall be paid according to 10000 copies; (2) If the print run exceeds 1 10,000 copies, the calculation unit shall be 1000 copies (if it is less than 1000 copies, it shall be calculated as 1000 copies), and 0.5% of the basic remuneration shall be paid for each 1000 copies. 8%。

(2) If the number of printed monographs that are of great academic theoretical research value is less than 1 10,000 copies, 30% of the basic remuneration shall be paid according to 1 10,000 copies; If the print run exceeds10,000 copies, payment shall be made in accordance with the provisions of paragraph (1) (2) of this article.

(3) The remuneration for the number of printing times specified in paragraphs (1) and (2) of this article shall be accumulated for each reprint. Regardless of the first edition or the second edition, the publishing house should truthfully indicate the number of prints on the edition record page.

(4) If the number of copies of study books, temporary teaching materials or a large number of publications translated for other objective reasons is less than 654.38+10,000 copies within two years after the first publication, remuneration shall be paid according to the standard specified in Item (1) of this Article; More than 6.5438 million copies, according to different situations, according to the provisions of the first paragraph of this article 30% to 50% pay.

Article 5 Translations that have been published in newspapers and periodicals shall be compiled and published, and basic remuneration and printing remuneration shall be paid to the translators. Editing and publishing a collection of newspaper articles by different translators only pays the translators the basic remuneration, not the printing remuneration. The publishing house asked many people to write monographs with coherent content in chapters, and paid the basic remuneration and print run remuneration. The publishing house invites many people to write independent (incoherent) collections, and only pays the basic remuneration, not the printing remuneration.

If a periodical reprints a work that has been published in other newspapers and periodicals, it shall pay the original author 20% to 40% of the standard in Article 3 (1) and the newspaper that published the work for the first time 1 0% to 15% of the standard in Article 3 (1).

Article 6 If a published translation is not published for reasons other than the author, the publishing house shall pay the author a translation fee equivalent to 30% to 50% of the remuneration (the remuneration belongs to the author). If the publishing house takes the initiative to invite manuscripts, but fails to publish the book due to the unqualified quality of the manuscript, the publishing house will pay a small amount of fee for inviting manuscripts as appropriate.

Article 7 If a work published before liberation is reprinted or revised, the basic remuneration shall be paid in part or in whole (see Article 8 for remuneration measures for later translation). Translate, republish and assemble into a solo album (including complete works, anthologies, anthologies, etc.). ) After liberation, if it is published (or reprinted), and the basic remuneration has been paid, or if it is published together with other people's works, it will no longer be paid, but only a small amount will be paid. For translation, revision and republishing, the revision fee shall be paid according to the degree of revision. The modification fee shall be paid according to the actual situation of the supplementary part; After the revision, the quality has been obviously improved, and part or all of the original basic remuneration can be paid again, but the remuneration for printing should still be accumulated.

Article 8 The inheritance of a deceased author's remuneration shall be handled according to the following provisions: (1) If the translator dies within 30 years, he shall publish his unpublished work and pay the basic remuneration and printing remuneration; Reprints only pay a small amount of royalties, not basic royalties.

(2) If the translator has died for more than 30 years, the basic remuneration and printing remuneration will no longer be paid for reprinting his works. In order to publish his first published legacy, he still paid basic remuneration and printing remuneration.

When the manuscript of Kujou Hajime is published in different fonts, or in several binding forms, or the title of the manuscript is changed and reprinted, or it is transferred from one publishing house to another publishing house for publication, or compiled into another book, except for the first published version, other versions do not pay the basic remuneration, but should pay the cumulative number of prints.

Books printed by publishing houses or rented by local publishing houses shall be counted cumulatively. The remuneration for printing is paid by the publishing house.

Article 10 The basic remuneration shall be calculated in thousands of words, and if it is less than thousands of words, it shall be calculated in thousands of words. Every 10 line of a poem counts as a thousand words (the number of lines in rhyming forms such as Quyi is counted from the poem). The remuneration for writing old-style poems can be appropriately increased. Payment methods for music, lyrics, drawings, maps, etc. Make it separately.

The number of words in the manuscript fee is calculated according to the number of words in the actual text, that is, the number of words in each line of the printed page multiplied by all the actual lines. In general, titles with less than 1 at the end of the text and titles occupying lines are calculated as 1 line. Punctuation outside the line, the number of words plus one tenth of the calculation.

Examples, explanations, notes, catalogues, indexes or other attachments added by the editorial department of the publishing house, the middle seam, book eyebrows and page numbers printed in the book, the charts copied from the original book in the translation, and the documents reproduced in the appendix are not included in the remuneration; However, if there is a translation in the appendix and chart of the translation, the translation part should be paid.

Article 11 For the design of covers and charts and the compilation of Chinese-foreign comparison tables, only the basic remuneration is paid, and the printing remuneration is not paid. The remuneration standard shall be formulated separately.

Article 12 Publishers and translators shall sign a contract for contracting or publishing, and stipulate in the contract whether to pay the remuneration in advance. However, after the publication of the book, all the remuneration should be paid within one month, and the remuneration for each reprint should be paid within one month after the publication.

Article 13 After a book is published, the publishing house shall send a sample book to the translator. Ordinary books, 10 to 20 can be sent. Under special circumstances, it can be increased or decreased as appropriate. Translators should be given preferential treatment when purchasing books, and books below 100 can be sold at a wholesale discount. Under special circumstances, the number of books sold may be increased or decreased as appropriate.

Fourteenth Taiwan Province Province, Hongkong and Macao compatriots translation, according to the provisions of the payment of RMB. Foreigners (including foreigners from China) who have translated works (unpublished works abroad) are first published in China (excluding translation or reprinting), and their remuneration shall be implemented with reference to these Provisions.

Article 15 Each publishing house may, in accordance with these Provisions and in light of specific conditions, formulate measures for the implementation of its own remuneration, and after approval by the competent department at a higher level, report them to the relevant publishing administrative organs and the National Copyright Administration for the record. The relevant leading departments of publishing administrative organs at all levels and publishing houses should strengthen the management of remuneration and supervise the implementation. The publishing house shall not raise or lower the remuneration standard without authorization, and the copyright administrative organ shall correct it. All publishing houses should implement a three-level audit and remuneration system for responsible editors, editorial directors and chief editors.

Sixteenth the interim provisions of the remuneration standards, newspapers and periodicals can refer to the implementation, but do not pay the number of printed manuscripts.

Article 17 The Interim Provisions shall be implemented as of July 1990, and the remuneration limit shall be based on the publication date on the edition record page. For the first edition of books, the basic remuneration and printing remuneration shall be paid according to the remuneration standards stipulated in the Interim Provisions; The remuneration for reprinting books shall be paid in accordance with the basic amount of remuneration stipulated in the Interim Provisions and Article 4.

Article 18 The right to interpret these Provisions belongs to the National Copyright Administration.
