What are public welfare cultural facilities?
Public welfare cultural facilities refer to public welfare libraries, museums, memorial halls, art galleries, cultural centers (stations) and other buildings, places and equipment organized by people's governments at all levels or social forces and open to the public for cultural activities.

Public welfare cultural facilities are facilities for public welfare institutions and social organizations to serve the public interest. The Guarantee Law stipulates that it is forbidden to set up educational institutions and social organizations for public welfare, such as schools, kindergartens and hospitals.
