I looked over the core rules of version 7, but I didn't seem to mention them. Generally speaking, one eye is blind and has passed a penalty roll or reduced the skill level. If you are blind in both eyes, you need eye skills, such as looking up the library, directly counting as 0, and you need eye movements to see if it is difficult to verify or pass the penalty roll.
