The central government has always attached great importance to Tibet. Especially since the reform and opening up, four symposiums on Tibet have been held successively, and a series of special preferential policies and support measures have been formulated, which have greatly promoted the development and stability of Tibet. At present, Tibet is in the best period of development and stability. However, due to the special geographical environment and historical reasons, Tibet still belongs to an underdeveloped area in China, and has been facing a sharp and complicated anti-secession struggle for a long time. In order to consolidate and develop the existing good situation, implement the leap-forward development strategy of Tibet determined by the Fourth Central Forum on Tibet Work, and accelerate the process of building a well-off society in an all-round way in Tibet, the central government needs to continue to give special support and help. The Opinions of the Central Committee of the State Council on Further Improving the Development and Stability of Tibet (Zhong Fa [2005] 12) clearly points out: "We will continue to implement and improve the preferential policies and support measures determined by the Fourth Central Forum on Tibet Work, and at the same time, according to the needs of Tibet's development, we will focus on taxation, investment and financing, wages, industrial construction, opening up, social security, agriculture and animal husbandry, science and technology, etc. According to the above spirit, some preferential policies have been formulated to speed up the development of Tibet and maintain its stability. I. Farmers and herdsmen, agricultural and pastoral areas and agricultural and pastoral areas (1) Focusing on the primary task of improving the production and living conditions of farmers and herdsmen and increasing farmers' income, we will focus on strengthening infrastructure, public welfare facilities and socialized service systems, building disaster prevention and mitigation systems and developing characteristic agricultural and pastoral areas in agricultural and pastoral areas, and increase the input of central investment and Tibet aid funds to Tibet's "agriculture, rural areas and farmers". (2) Continue to regard Tibet as a special concentrated contiguous poverty-stricken area and gradually increase poverty alleviation efforts. Actively support Tibet's comprehensive agricultural development, and the growth rate of investment is higher than that of the central government's comprehensive agricultural development budget. The project of returning grazing to grassland in Tibet and the construction of pastoral areas will be included in the national key implementation scope, and the proportion of project funds will be increased. Actively implement the drinking water safety project, and basically solve the drinking water and drinking water safety problems for people and livestock by 20 10. (3) gradually increase support for Tibet's actions to revitalize the border and enrich the people. Give priority to supporting infrastructure construction and social development in Tibet's border areas. Increase investment in the construction of ethnic minority areas in Tibet, focusing on improving the production and living conditions of local people. (4) The state gives support to herdsmen's settlement, and by the end of the 11th Five-Year Plan, the problem of Tibetan herdsmen's settlement will be basically solved by raising funds through various channels. Accelerate the construction of infrastructure such as water supply, power supply, access, communication, radio and television in rural areas of Tibet. By the end of the Eleventh Five-Year Plan, the problem of electricity consumption for farmers and herdsmen will be basically solved, with more than 80% of counties connected with asphalt roads and 80% of townships connected with highways. (5) Subsidize Tibetan farmers and herdsmen to purchase chemical fertilizers, agricultural diesel oil, agricultural machinery, veterinary vaccines and other agricultural means of production. Increase support and encourage livestock to slaughter. Support Tibet to establish and improve the agricultural science and technology extension service system. Two. Infrastructure (6) Building a comprehensive transportation system in Tibet. During the "Eleventh Five-Year Plan" period, ensure that the Qinghai-Tibet Railway and its supporting projects are completed on schedule and build an extension line of the Qinghai-Tibet Railway; Focus on rectification and transformation of trunk highways such as Qinghai-Tibet, Sichuan-Tibet, Yunnan-Tibet, Xinjiang-Tibet and China-Nepal, and basically build asphalt roads; Accelerate the construction of important economic trunk lines, ports, national defense and border defense highways. Accelerate the construction of Tibet airport, especially Ali airport. Accelerate the planning, research and construction of oil and gas pipelines from Golmud to Lhasa in the region. (7) Building and improving the comprehensive platform energy system in Tibet. During the "Eleventh Five-Year Plan" period, we will continue to play the role of central investment as the main channel in Tibet's power construction, speed up the survey, design, demonstration and construction of backbone power points such as Xueka, Hukou and Zangmu, expand the coverage of power grid, improve power supply network facilities, ensure the safety, stability and economic operation of power grid, speed up the construction and transformation of rural power grid, and ensure the electricity demand for Tibet's economic and social development. As soon as possible, we will carry out the development planning and preliminary work of hydropower resources such as the Yarlung Zangbo River and the "Three Rivers" basin in southeastern Tibet, and demonstrate the construction of energy-based infrastructure. We will continue to do a good job in the comprehensive development of key river basins in Tibet, speed up the construction of key water conservancy projects and supporting facilities, improve irrigation capacity and increase irrigation protection area. Strengthen the comprehensive management of major rivers in Tibet and consolidate and improve flood control capacity. Increase support for small hydropower construction in Tibet. (9) Increase the construction of post and telecommunications facilities in Tibet. Establish and improve the rural postal system in Tibet. During the Eleventh Five-Year Plan period, postal services in rural areas will be basically realized, and postal services in administrative villages will be gradually expanded. The state will give appropriate subsidies to the losses caused by the universal postal service in rural areas of Tibet on the premise that postal enterprises themselves strive to reduce the service cost. Before the establishment of the telecom universal service fund, we will continue to promote the universal service of Tibet Telecom through the "telephone service for every village" project; After the establishment of the fund, Tibet will be given preferential treatment in terms of compensation policies and the use of funds according to the actual situation. By the end of the Eleventh Five-Year Plan, telephone service to every village will be basically realized. We will increase support for Tibet's informatization construction and speed up the construction of e-government, e-commerce networks and emergency management information networks covering Tibet. (10) Accelerate the construction of urban infrastructure and supporting facilities in Tibet and improve service functions. Gradually solve the fuel and heating problems of Tibetan residents. Three. Grass-roots infrastructure (1 1) continues to provide support for the renovation of office buildings and dilapidated buildings in Tibet (city) and counties and the construction of activity places for rural party organizations. (twelve) to help Tibet establish and improve the emergency system of public emergencies, and improve the emergency response capacity. In view of Tibet's vast territory and large service radius, the establishment of administrative undertakings and public security forces in Tibet should be appropriately increased, with emphasis on the grassroots. We will study and deal with the organizational matters that Tibet really needs to increase. (14) Increase investment in Tibet's political and legal infrastructure and equipment. Strengthen the construction of political and legal departments in Tibet, establish and improve political and legal institutions in counties and key towns, and add police stations. Four. Talent and Education (15) Increase support for talent work in Tibet, and bring the short supply of professional high-level talents into the scope of aid to Tibet according to the demand of economic and social development for all kinds of talents. Help Tibet gradually establish an autonomous region and prefecture (city) level talent market. (sixteen) continue to increase support for compulsory education and literacy education in Tibet, focusing on agricultural and pastoral areas, strengthen the construction of boarding schools with characteristics in junior high schools and primary schools (including teaching points) in Tibet, and fully popularize nine-year compulsory education. For primary and middle school students in agricultural and pastoral areas of Tibet, we will continue to implement the policy of "including food, accommodation and study expenses" and raise the standards appropriately. Strengthen the training of bilingual teachers (Tibetan and Chinese) and improve the overall quality of teachers. (seventeen) actively develop vocational education, vocational skills training and distance education. A bursary system shall be implemented for the children of poor farmers and herdsmen who receive secondary vocational education. Strengthen high school education and increase the enrollment rate of high school. Consolidate and improve higher education. Continue to run Tibetan classes (schools) in the mainland, expand the enrollment scale and optimize the enrollment structure. We will continue to adopt the method of "individual recruitment and targeted training" to train urgently needed talents for Tibet. Further strengthen the counterparts of universities in mainland provinces and cities to support Tibetan education. (eighteen) to strengthen the construction of grassroots cadres, and establish a modern distance education network for cadres in party member in agricultural and pastoral areas. We will continue to help Tibet train cadres on a large scale, strengthen the construction of infrastructure and supporting facilities in Tibet's party schools, administrative colleges, socialist colleges and prefectural (city) party schools, and run well the training courses for Tibetan cadres organized by the Central Party School, China Pudong Cadre College and key universities in the mainland. V. Science, health, culture and social security (19) Increase support for scientific research, technological development and scientific popularization in Tibet. Give key support to the research and development of characteristic industries with development prospects. Support Tibet to establish a quality standard system for agricultural and animal husbandry products, Tibetan medicine, Tibetan medicine and other local specialty products and a food and drug safety supervision, inspection and testing system. Promote the industrialization of scientific and technological achievements, strengthen the construction of scientific and technological basic conditions platform and scientific and technological information network, and accelerate the construction of scientific and technological talents. (twenty) increase investment, strengthen the basic research, clinical research and drug research of Tibetan medicine, and strengthen the collation of Tibetan medicine literature and the promotion of appropriate technologies. Strengthen the construction of Tibetan medical institutions and the training of Tibetan medical professionals, improve the service conditions of Tibetan medical hospitals, and improve the comprehensive service functions of Tibetan medical hospitals. (21) Increase investment in the protection of cultural relics in Tibet. We will continue to increase investment in cultural construction such as "New Western Project", "Village-to-Village Communication Project", "Construction of county-level libraries, cultural centers and township comprehensive cultural stations", "Rural film projection project" and "Cultural information resource sharing project". (twenty-two) continue to implement free medical care for Tibetan farmers and herdsmen, and appropriately raise the national subsidy standards. Help Tibet establish and improve the disease prevention and control system, the medical treatment system for public health emergencies and the service system for prenatal and postnatal care. Focus on counties and townships, increase investment in the construction of public health facilities and personnel training, and establish and improve a public health service system covering the whole region. (twenty-three) continue to help Tibet establish and improve the social security system covering urban and rural areas. Gradually implement the basic old-age insurance personal account. Help Tibet improve the basic medical insurance system for urban workers and the living assistance system for the poor, and gradually explore construction in areas where conditions permit. Strengthen the construction of protection facilities for homeless minors, children's welfare homes, rural nursing homes and comprehensive service facilities for the disabled. Opening to the outside world and market environment (24) Improve foreign-related management measures, improve military facilities protection measures, speed up examination and approval of open areas, and further expand the scope of Tibet's opening to the outside world. (twenty-five) import and export commodity plans or quotas managed by the state. According to the needs of economic and social development in Tibet, we will continue to give them preferential treatment. Continue to support Tibet's foreign trade development, and make overall arrangements for Tibet's foreign trade development funds in light of the income and expenditure of foreign trade development funds. Actively support Tibet to make use of foreign preferential loans in light of its own reality. Intensify the construction of Tibet ports and speed up the construction of a large land passage connecting South Asia. (twenty-six) to help Tibet establish and improve the product trading market system, important commodities (tea, medicinal materials, oil, etc.) and disaster relief materials storage facilities and emergency systems in agricultural and pastoral areas. Seven. Finance and Taxation (27) The central government continues to implement the financial subsidy policy of "retaining all income, increasing subsidies and giving special support" to Tibet. That is, except for import consumption tax and value-added tax, all other taxes collected by Tibet are left to Tibet; The central government appropriately increases the quota subsidy base for Tibet and gradually increases it; Continue to implement the unified national regulations on general transfer payment, transfer payment in minority areas and special transfer payment. The central government will continue to give appropriate subsidies for the impact of major price adjustment measures introduced by the central government on the price increase in Tibet. We will use the national special fund for the development of small and medium-sized enterprises and the technological innovation fund for high-tech small and medium-sized enterprises to increase support for special projects in Tibetan ethnic areas. (twenty-eight) continue to implement the tax policy of "consistent tax system and appropriate flexibility" for Tibet. In addition to customs duties, import consumption tax and value-added tax, the specific measures for the administration of other taxes collected by the central authorities in Tibet are still formulated by the people's government of the autonomous region and implemented after being submitted to the State Council for approval. In the future, new taxes will be levied according to the unified national tax system, and will be reported to the State Council for approval when necessary. The enterprise income tax set up by Tibet in the mainland will still be returned to Tibet. During the "Eleventh Five-Year Plan" period, we will continue to retain the tariff refund policy for Tibet's self-use materials, and fine-tune the scope of tax refund commodities. Specific policies shall be implemented by the Ministry of Finance in consultation with relevant departments. Eight. Finance (twenty-nine) continue to implement the Tibet monetary and credit guiding plan. The Lhasa Center of the People's Bank of China supports the unified preparation of the draft annual monetary and credit plan of the whole autonomous region, which will be implemented after being approved by the head office of the People's Bank of China and copied to the relevant state-owned financial institutions for the record. Lhasa Central Sub-branch of China People's Bank is responsible for organizing the implementation. Continue to implement the current refinancing policy and cash management policy. Implement a loose foreign exchange management policy. Continue to implement the differentiated policy of adding penalty interest. Try out a controlled floating loan interest rate policy. (30) Implement a differentiated preferential loan interest rate policy in Tibet. The loan interest rates of branches of various financial institutions in Tibet (excluding foreign exchange loans) are uniformly implemented at preferential loan interest rates lower than the national average. The settlement of Tibetan nomads and the relocation of people in epidemic areas are included in the scope of poverty alleviation loans. All kinds of financial institutions are subsidized by the central government for the spread loss caused by the preferential loan interest rate in Tibet. (thirty-one) continue to subsidize the special expenses of China Agricultural Bank Tibet Branch. (32) China People's Property Insurance Service Co., Ltd. Tibet Branch continues to implement the policy of lower than the national unified rate in Tibet, and the losses caused thereby shall be subsidized by China People's Property Insurance Co., Ltd. after being approved by the Ministry of Finance. (33) Encourage state policy banks and various life insurance companies to set up branches in Tibet, actively guide banks and insurance companies to bring Tibet business into the unified national planning, and actively develop financial products suitable for local people. Nine. Investment (34) The central government implements a preferential investment policy for Tibet. During the Eleventh Five-Year Plan period, we will further increase investment, improve the production and living conditions of farmers and herdsmen, speed up infrastructure construction, improve the level of public services, strengthen ecological construction and environmental protection, strengthen the construction of national defense transportation and border defense facilities, accelerate the development of characteristic industries, and improve the working and living conditions at the grassroots level, thus effectively ensuring the needs of Tibet's economic and social development. Considering Tibet's poor self-accumulation ability, Tibet is generally not required to arrange matching funds for investment projects such as agriculture, forestry, water conservancy, social undertakings and political power building. On the basis of doing a good job in the demonstration and decision-making of construction projects, we will consider implementing them in Tibet and speed up the issuance of investment plans and capital budgets. (36) Take direct investment, investment subsidies, discount loans, etc. Focus on characteristic advantageous industries such as characteristic tourism and advantageous mining, and increase support for the development of characteristic industries in Tibet. Innovate investment modes such as electric power and extractive industries, encourage large enterprises and other social funds to invest in Tibet, and create conditions for the development of these industries. (37) According to the planning and deployment, the land and resources survey project and the national geological exploration fund will be appropriately tilted to Tibet, so as to improve the geological work level in Tibet and strengthen the investigation and exploration of superior mineral resources. We will continue to do a good job in soil and water conservation, comprehensive management of small watersheds and prevention and control of geological disasters. (38) Increase investment in ecological construction and environmental protection in Tibet. Tibet will be included in the national key ecological environment control area, and key ecological construction projects such as natural forest protection, returning farmland to forests, sand control and afforestation in barren hills and wasteland will be implemented, and the management and protection of nature reserves will be strengthened to build a national ecological security barrier on the Qinghai-Tibet Plateau. Relevant departments of the State Council give key guidance to Tibet's work in safeguarding national ecological security, maintaining important ecological functions and preventing pollution. X. Living treatment of cadres and workers (39) We will continue to implement the wage policy of "making the average wage level of Tibetan organs and institutions reach 2.5 times the national average wage level" as determined by the third and fourth Central Tibet Work Forum. Further improve the implementation measures for special care recipients in Tibet. For cadres and workers working in Tibet, preferential treatment should be given to the relevant treatment policies involved in calculating the length of service. (forty) give full consideration to the special situation of cold and hypoxia in Tibet, and further improve the medical and health care system for Tibetan cadres and the winter heating system. Help Tibet build a foundation for thousands of convalescents in the mainland. On the premise of maintaining the stability of the ranks of cadres entering Tibet, we will regularly organize exchanges between cadres at or above the county level and transfer cadres below the department level, and make proper arrangements.
