The "Regulations" require that libraries should have full-time managers and keep them stable. The staffing of the library is reasonably determined within the overall staffing of the school. Librarians should have basic professional knowledge and skills. Middle school librarians should have a bachelor degree or above, and primary school librarians should have a college degree or above.
In addition, library professionals implement the appointment system for professional and technical posts. The appointment of professional and technical positions of librarians shall be implemented with reference to the relevant provisions of the state. Conditional areas and schools can set up professional and technical posts for books and materials in primary and secondary schools. Library managers are treated equally with subject teachers when they are promoted or awarded prizes, and enjoy corresponding welfare benefits according to relevant state regulations.
According to the regulations, local education administrative departments and schools should guarantee the funds needed for library construction, equipment, management, application and training, and tilt towards rural schools and weak schools in terms of budget and funding guarantee.
