Thirty-fourth public libraries run by the government should set up children's reading areas, equip corresponding professionals according to children's characteristics, carry out children's reading guidance and social education activities, and provide support for schools to carry out related extracurricular activities. Conditional areas can set up a separate children's library.
Public libraries established by the government should consider the characteristics of the elderly, the disabled and other groups, actively create conditions, and provide literature information, barrier-free facilities and services suitable for their needs.
Thirty-seventh public libraries should abide by the provisions of relevant laws and administrative regulations in providing literature information to the society, and should not provide literature information with inappropriate content to minors.
Public libraries shall not engage in or allow other organizations and individuals to engage in activities that endanger national security and harm public interests and violate laws and regulations.
Article 50 If a public library and its staff commit any of the following acts, the competent cultural department shall order them to make corrections and confiscate their illegal income:

(3) Providing documentary information to the public violates the provisions of relevant laws and administrative regulations, or providing documentary information with inappropriate contents to minors;

Strengthening mental health education in colleges and universities is not only the need of college students' healthy physical and mental growth, but also the need
