Provisions on the introduction of high-level entrepreneurial and innovative talents and working and living conditions of teams in Fujian Province

In order to implement the Notice of the General Office of the Fujian Provincial Party Committee and the General Office of the Provincial People's Government on Printing and Distributing Three Documents (No.2 of the Fujian Provincial Committee Office [20/KLOC-0]), we will conscientiously implement various policies and treatments, and create a good environment conducive to high-level talents' entrepreneurship and innovation in Fujian. The following provisions are made on the introduction of high-level entrepreneurial and innovative talents and teams in our province to provide corresponding working conditions and specific living conditions:

I. Preferential policies

1, financial subsidies. The provincial government grants 2 million yuan to each overseas talent (including 6,543,800 yuan introduced by the central government in Fujian or Xiamen); Provincial (including city and county) units will be given a subsidy of 6,543,800 yuan per person for introducing domestic talents (including Xiamen introduction). Grant funds are mainly used for scientific and technological innovation, entrepreneurship and improving working and living conditions. , regarded as a provincial government bonus, exempt from personal income tax.

The Provincial Department of Finance, the Provincial Local Taxation Bureau, the Xiamen Municipal Talent Work Leading Group and the central units in Fujian are responsible for the implementation. The provincial finance pre-arranges 200 million yuan of special funds for talents every year, which is specially used to introduce subsidies for high-level entrepreneurial and innovative talents. The talent work leading group of the provincial party committee will send the selected list to the Provincial Department of Finance, which will allocate subsidy funds to the talent introduction service center of the Provincial Civil Service Bureau according to the relevant standards, and the center will allocate funds to all relevant units, which will be used by the employer in accordance with the relevant regulations. The rest of the subsidy funds for the introduction of overseas talents are paid by the Xiamen Municipal Leading Group for Talent Work and the central unit in Fujian. Tax exemption matters shall be implemented by the talent introduction service center of the Provincial Civil Service Bureau to the Provincial Local Taxation Bureau (Income Tax Department) to provide the list of units using fund subsidies and the list of imported talents.

2. Workplace. If you settle in the park to establish (lead) a science and technology enterprise, the park will provide a workplace of not less than 100 square meter, free of rent for 5 years.

All kinds of parks and their competent departments, and the leading groups for talent work of all districts and municipal committees are responsible for the implementation.

3. Venture capital. Enterprises engaged in the industrialization of science and technology projects, which are controlled by them or have no less than 20% equity, may be given venture capital by governments at all levels according to relevant regulations.

The Provincial Economic and Trade Commission, the Provincial Development and Reform Commission, the Provincial Science and Technology Department, and the talent work leading groups of each district and municipal party committee are responsible for the implementation. Meet the prescribed conditions into the "Fujian venture capital" Fujian Investment Development Group Co., Ltd. and local venture capital enterprises, responsible for the operation and management of provincial venture capital funds, take the initiative to negotiate venture capital business with venture enterprises within the scope of the investment catalogue, and review the project; The provincial venture capital guidance fund shall give venture capital risk compensation to venture capital enterprises that invest in science and technology industrialization project enterprises, in line with the "Implementation Measures for the Management of Venture Capital Guidance Fund in Fujian Province (Trial)" and related regulations.

4. Government procurement. Products that meet the requirements of the Administrative Measures for the Identification of Independent Innovation Products in Fujian Province (Trial) (Min Kegao [2007] No.21) shall be given priority in the implementation of government procurement.

According to the Administrative Measures for the Identification of Independent Innovation Products in Fujian Province (Trial) (Min Kegao [2007] No.21), the Provincial Department of Science and Technology, the Provincial Economic and Trade Commission, the Provincial Development and Reform Commission and the Provincial Department of Finance are responsible for the identification of independent innovation products. According to the Interim Measures for Fujian Provincial Government Procurement of Independent Innovation Products (No.40 [2007]), the Provincial Economic and Trade Commission, the Provincial Development and Reform Commission, the Provincial Department of Finance and the Provincial Department of Science and Technology are responsible for actively guiding qualified enterprises to participate in the evaluation and identification of independent innovation products organized by the provincial science and technology authorities, and incorporating the identified products into the catalogue of independent innovation products; The Provincial Department of Finance and the Provincial Organs Administration Bureau are responsible for supervising the provincial units to implement the preferential procurement policy for independent innovation products.

5. Tax refund. Within 3 years after the introduction of talents, the local retained part of personal income tax will be paid, and the local finance will reward and return it in full.

By the Provincial Department of Finance, the district municipal committee of talent work leading group is responsible for the implementation. Financial departments at all levels are responsible for handling relevant procedures.

6. Position, establishment and position. Can hold senior management positions in universities, scientific research institutions and state-owned enterprises (except foreigners as legal representatives); Those who are introduced into public institutions are not subject to unit establishment and post restrictions.

Organized by the Organization Department of the Provincial Party Committee, the Provincial Education Working Committee and the Organization Department of the Provincial Party Committee, the Provincial State-owned Assets Supervision and Administration Commission and the Provincial Civil Service Bureau (the Provincial Human Resources Development Department) are responsible for the implementation. When a public institution introduces high-level entrepreneurial and innovative talents, the talent introduction unit shall apply, organize the personnel department to approve the introduction, and handle the registration formalities at all levels.

7. Professional title. According to their performance and ability, they can apply for senior professional and technical qualification evaluation, which is not limited by the evaluation time limit and the number of posts.

By the Provincial Civil Service Bureau (Provincial Human Resources Development Department) is responsible for the implementation. According to my actual professional and technical level and the provisions of the green channel for the qualification evaluation of professional and technical posts in Fujian Province, the corresponding professional and technical posts are evaluated and hired, which is not limited by the evaluation time limit and the number of posts.

8, science and technology project application. You can apply for provincial science and technology projects, and the funds obtained will be used to carry out scientific research in Fujian.

Provincial Science and Technology Department is responsible for the implementation. According to the Measures for the Administration of Science and Technology Projects in Fujian Province (Minkeji [2007] No.86), the introduction of high-level entrepreneurial and innovative talents can apply to the Provincial Science and Technology Department for provincial-level science and technology projects (except cities with separate plans).

9, the use of scientific research funds, personnel employment. As the person in charge of the project, he has the right to decide the use of scientific research funds, including labor costs, within the scope of duties stipulated by the state and the province; Have the right to decide the appointment of team members, and the employed personnel can adopt the agreed salary system, which is not limited by the existing establishment of the unit, the total salary and the cost ratio of scientific research funds.

The provincial science and technology department, the provincial civil service bureau (the provincial human resources development department) and the provincial party Committee are responsible for the implementation.

Second, living conditions.

10, housing. The introduction of talents to apply for public rental housing or price-limited housing is given priority by all localities and departments. For those who have not purchased their own houses, the employer shall provide them with houses of not less than 1.20 square meters, rent-free for five years, or provide corresponding rental subsidies.

Provincial Housing and Construction Department, Provincial Department of Finance, Provincial Civil Service Bureau (Provincial Department of Human Resources Development) and Provincial Organs Administration Bureau are responsible for the implementation of the leading group for talent work of each district and municipal party committee. The Bureau of Provincial Organs Affairs will give priority to the introduction of high-level entrepreneurial and innovative talents for the affordable housing of provincial units under construction or proposed; The Provincial Department of Finance calculates the rent subsidy standard and allocates the subsidy to the employer for payment.

1 1, children go to school. The children of imported talents can choose local public schools according to their wishes, and the local education administrative department is responsible for handling the admission procedures for them.

The provincial education department and the leading group for talent work of municipal committees of all districts and cities are responsible for the implementation.

(1) If the children of imported talents enter (transfer to) school, they must apply to the education administrative department of the county (city, district) where the employer of imported talents is located according to the principle of territorial management with valid proof of imported talents and relevant materials (household registration book, temporary residence permit, relevant school materials, etc.). If the employer is located in a city divided into districts, it may apply to the education administrative department of the city divided into districts.

(2) Admission (transfer) procedures should generally be handled before the start of the semester. If it is really necessary for the children of imported talents to transfer halfway, the accepting organ should also coordinate the transfer procedures in time. The local education administrative department shall, according to the wishes of the children of imported talents, arrange for them to study in local public kindergartens, primary and secondary schools or secondary vocational schools, and shall not charge any fees other than those prescribed by our province.

(3) The children of imported talents who have been arranged to enter school will be promoted from primary school to junior high school and junior high school according to the local "Xiaoshengchu" plan and the relevant provisions of the senior high school entrance examination, and enjoy the same treatment as local students.

12, social insurance. Employers who introduce talents should pay social insurance such as basic old-age pension, basic medical care for urban workers and industrial injury insurance according to relevant regulations, and employers can purchase commercial supplementary insurance for imported talents.

The provincial department of human resources and social security, the leading group of talent work of each district and municipal party Committee and the employer are responsible for the implementation.

13, medical treatment. During the period of starting a business or working in Fujian, imported overseas talents will enjoy the second-class medical care treatment, and imported domestic talents will enjoy the same medical treatment as those with the same conditions in Fujian. The required medical expenses are solved by the current medical security system, and the insufficient part is solved by the employer in accordance with relevant regulations.

The Provincial Health Department, the Provincial Department of Human Resources and Social Security, and the talent work leading groups of each district and municipal party committee are responsible for the implementation.

(1) On the basis of the principle of territorial management, the employing unit shall go through the relevant procedures according to the treatment of similar personnel with valid certification materials for introducing talents to the corresponding provincial and municipal health administrative departments or medical insurance agencies, and the source of medical expenses shall be solved according to the medical expenses channels of similar personnel of the employing unit.

(2) The talents introduced by the province and the central government in Rong units meet the conditions for enjoying the second-class medical and health care treatment in our province, and the provincial health care office will issue a health certificate and enjoy the same medical and health care treatment as similar personnel in provincial units.

(three) the talents introduced by the districts and cities that meet the conditions of enjoying secondary medical care in our province shall be managed according to the current policies of the districts and cities where they are located and enjoy the corresponding medical and health care benefits.

(4) If the imported talents do not meet the secondary medical conditions, the employer shall handle the basic medical insurance for urban workers according to the principle of territorial management, and enjoy the corresponding medical treatment according to the territorial basic medical insurance policy.

(5) The health administrative departments, human resources and social security departments of provinces, districts, cities and counties (cities, districts) and their affiliated institutions should optimize their services according to their respective functions, handle relevant procedures for the introduction of talents within a limited time and implement corresponding medical treatment.

14, spouse placement. If the spouse who introduces talents is willing to work in Fujian, the employer or the local government will make proper arrangements; Temporarily unable to arrange, the employer can refer to the average wage level of the employees of the unit, and pay the living allowance in an appropriate way.

By the Provincial Civil Service Bureau (Provincial Department of Human Resources Development), the Provincial Department of Human Resources and Social Security, the talent work leading group of each district and municipal party committee and the employer are responsible for the implementation.

15, tax policy. Within five years after the recognition of imported talents, the housing subsidies, food subsidies, expenses for settling down, expenses for visiting relatives and expenses for children's education in domestic wage income shall be deducted before tax in accordance with the relevant provisions of national tax laws and regulations. A reasonable number of articles imported by individuals for their own use shall be implemented in accordance with the existing policies and regulations.

Provincial Local Taxation Bureau, Fuzhou Customs and Xiamen Customs are responsible for the implementation. According to the Notice of Fujian Provincial Civil Service Bureau, Fujian Provincial Human Resources Development Department, Fujian Provincial Public Security Department and Fuzhou Customs on the Convenience of Entry and Exit Residence for Overseas High-level Talents in Green Channel (Fa [2065 438+00]2 1No.) and other documents, the local customs shall handle relevant procedures for overseas high-level talents according to regulations.

16, remuneration package. The salary of imported talents shall be determined through consultation between the employing unit and the imported talents. Based on the principle of preferential treatment and referring to the income level of imported talents before returning to China, housing (rental) subsidies, children's education subsidies and spouse's living subsidies shall be distributed together. The employer can implement medium-and long-term incentives such as options, stock rights and enterprise annuities for imported talents.

The owner is responsible for implementation.

Third, preferential policies for innovative teams should be introduced.

17, incentive funding.

(1) The provincial government will award 10000-3000000 yuan to the innovative team that undertakes major scientific and technological projects, major projects and key construction projects in our province, can break through the key technical problems of the industry and bring remarkable economic and social benefits;

(2) The provincial government will give 3-5 million yuan of special working funds to the innovative teams that have independent intellectual property rights and realize industrialization in our province and are expected to form new economic growth points, and the local government will give some matching funds.

The leading group for talent work of the provincial party committee will send the selected list to the Provincial Department of Finance, which will allocate subsidy funds to the provincial talent introduction service center according to relevant standards, and the center will allocate funds to all relevant units, and the employer will use them according to relevant regulations. The rest of the subsidy funds shall be implemented by the local government.

Four, the introduction of Taiwan Province expert support policy.

18, supported by special funds. The Industry-University-Research Cooperation Fund for Fujian and Taiwan experts will be established to provide some special funds for Fujian and Taiwan experts to carry out technical research, technology transfer, academic exchanges and other activities.

Provincial Party Committee Organization Department, Provincial Taiwan Affairs Office, Provincial Science and Technology Department, Provincial Department of Finance and Provincial Economic and Trade Commission are responsible for the implementation. 19, project support. Experts from Taiwan Province Province apply for or jointly apply for provincial and municipal science and technology projects with experts from our province, giving priority to project establishment.

(3) Strengthen the construction of Fujian's science and technology industry cooperation base with Taiwan, and increase the support for Fujian-Taiwan science and technology cooperation projects in Fujian's science and technology cooperation plan. Give priority to supporting emerging industrial projects such as low-carbon technologies, new energy technologies, power batteries, the Internet, biomedicine and modern agriculture that meet national and provincial support; Priority will be given to the scientific and technical personnel in Taiwan Province Province who apply for the Fujian Natural Science Foundation project.

20. Hire experts.
