Differential subsidy preparation
According to the nature of financial supply, institutions can be divided into three categories: "full financial allocation", "financial difference subsidy" and "self-supporting".

1. Fully funded institutions are also called fully funded institutions. As the name implies, they are institutions that are fully funded by the government and are included in the full budget management. All the required business funds are allocated by the financial budget. The establishment of such institutions is mainly concentrated in public welfare institutions, such as primary and secondary schools, CDC, cultural centers, libraries, museums and so on.

2. Financial differential subsidy is also called differential distribution system. According to the proportion of the difference, the financial commitment is included in the budget by the finance; The part undertaken by the unit is supplemented by the operating income of the unit, and this kind of establishment is mainly concentrated in the second-class public welfare institutions, such as universities, hospitals, newspapers and television stations.

3. Self-supporting institutions, that is, institutions that all bear the treatment of employees by themselves, are mainly concentrated in production and operation institutions, such as hotels, guest houses, planning and design institutes under government agencies and institutions. At present, according to the reform process of national production and operation institutions, self-supporting institutions have basically been transformed into enterprises, and their business establishment has been taken away. The employees of the unit can find their own way out (get some compensation), or they can renew their contracts with the new unit and sign labor contracts, so the employees of the enterprise become employees of the enterprise.

4. Public welfare posts. Public welfare posts refer to non-profit service posts managed by urban public and involving residents' interests, logistics service posts of government agencies and institutions at all levels, and other public welfare posts suitable for re-employment of people with employment difficulties. They were recruited by the government to engage in public welfare assistance. For example, college students' public welfare posts, 4050 personnel, sanitation workers, security guards and cleaning personnel in institutions and institutions, etc. , does not belong to the career establishment, nor is it a person within the system.
