Article 1 In order to strengthen the administration of public security, maintain social order and ensure the smooth development of entertainment, sports and business activities, these Measures are formulated in accordance with the Regulations of the People's Republic of China on Administrative Penalties for Public Security and other laws and regulations, combined with the actual situation of this province. Article 2 The term "public places" as mentioned in these Measures refers to places where people gather for entertainment, sports and business activities. Including:

(1) Ballrooms, dance halls, karaoke halls (rooms), video projection points (halls, rooms), roller skating rinks, boxing (martial arts) gymnasiums, bowling alleys, business shooting ranges, amusement parks and places where table tennis and electronic entertainment activities are held;

(two) teahouses, restaurants (shops), cafes (halls, rooms) and various places that provide beauty, massage and sauna services;

(3) theaters, clubs, youth (youth) palaces, cultural palaces (pavilions, stations), group art museums, stadiums (pavilions) and swimming pools (pavilions, pavilions);

(four) all kinds of bazaars, professional markets and shopping malls (stores);

(5) Museums (institutes), art galleries, libraries and exhibition halls;

(6) Places where large-scale order fairs, exhibitions, trade fairs and material exchange meetings are held temporarily;

(seven) parks, scenic spots and temples established with the approval of the people's government;

(8) Stations, docks, civil aviation stations and their squares;

(nine) other places for the masses to carry out social activities and should be managed by the public security.

Public security management in hotels and other public places shall be handled in accordance with relevant regulations. Article 3 Public security organs at all levels are the departments in charge of public security management in public places. They manage according to law and are responsible for checking and maintaining the safety of public places.

Relevant departments of culture, industry and commerce, radio and television, gardens, sports and commerce at all levels should cooperate with public security organs to do a good job in public security management. Article 4 The establishment of public places as stipulated in Items (1) and (2) of Article 2 of these Measures shall be approved by the administrative department, and the public security organ of the local county (city, district) shall apply for the Public Security Management License, and the local administrative department for industry and commerce shall approve and register it before it can start business.

The establishment of a business shooting range, boxing (martial arts) gymnasium and massage industry must be reported to the public security organs at or above the prefecture (city) level (including prefecture and municipal level) for safety review and obtain a certificate of public security management. Article 5 In case of merger, division, contracting, leasing, suspension of business, closure of business or job transfer in public places opened in accordance with Article 4 of these Measures, it shall timely apply to the public security organ that originally approved the issuance of certificates for change of registration or revocation of public security management certificates. Article 6 Temporary holding of large-scale ordering fairs, exhibitions, material exchanges, cultural performances, sports competitions and other activities involving public safety with 1000 or more people or accumulated 10000 or more, except with the approval of relevant departments, shall be applied by the undertaking unit to the local county (city, district) public security organ. After receiving the application, the public security organ shall, jointly with the relevant departments, review the safety work and give a reply within three days. Seventh public places must meet the following safety requirements:

(a) the buildings and facilities are firm and safe, and the entrances and exits and passages are kept smooth;

(2) Fire fighting equipment is complete, effective and properly placed;

(3) Electrical installation must meet safety standards;

(four) open at night, there must be enough lighting equipment and emergency measures to prevent sudden power failure;

(five) approved personnel capacity, not over staff;

(6) Other necessary safety conditions. Article 8 All kinds of public places shall, according to the needs of safety work and the actual situation, formulate information for tourists (customers and spectators), post it in a prominent position and publicize it repeatedly. Ninth audio equipment used in public places, the volume should be appropriate, and shall not affect the normal work and life of the surrounding units and residents. Tenth kinds of public places should be inspected by public security personnel who hold the "Public Security Management Inspection Certificate" issued by the Provincial Public Security Department, and actively assist the public security organs in public security management; When illegal and criminal activities are discovered, they should be stopped in time, the scene should be properly protected and reported to the public security organ in time. Article 12 The legal representative of the organizer of a public * * place (a public * * place operated by individual industrial and commercial households, whose owner is the person in charge of public security) is the main person in charge of public security, and must be responsible for the security within its jurisdiction, implement various security measures and actively maintain public security order. Article 13 Units that set up offices in * * * places shall, in accordance with the Interim Provisions of Fujian Province on Public Security Prevention Organizations, establish security organizations with security personnel according to the nature, scale and public security situation of public places, and be responsible for maintaining public order. Article 14 Audiences, tourists and customers in public places shall strictly abide by the laws, regulations and social ethics of the state, abide by various systems in public places and consciously obey management.

(1) Do not make noise or make noise in public places;

(two) shall not throw debris to the venue and stage;

(three) shall not defile or destroy the facilities in public places;

(four) prohibit other acts that hinder social weathering. Article 15 It is strictly forbidden to bring firearms, ammunition, controlled knives and inflammable, explosive, toxic, radioactive and corrosive articles into public places.

Public places are forbidden to pick fights, fight, drink, gamble, sell tickets, engage in prostitution, spread obscene articles, engage in feudal superstition and other illegal and criminal activities.
