"supernumerary personnel"
Political and economic treatment is not as good as formal employees, and they belong to "second-class citizens" in the unit. Even if some "supernumerary personnel" do better than "regular employees", they will not enjoy the same treatment as regular employees. This system deviates from employment laws such as "equal pay for equal work" and "more pay for more work".
On the other hand, in management, "supernumerary personnel" are "objects to watch out for", so they always feel inferior. This objective identity discrimination is far from the modern concept of fairness and justice.
In fact, the unreasonable mechanism only brings more trouble to the management of the unit. "Equal treatment" and "recognizing things but not people" are the inherent requirements of the management system, but it is difficult to effectively implement the management system because of the different status and identity of the management objects.
