Second, the professional experimental training platform. Including professional course verification experimental system, professional course comprehensive experimental system, professional comprehensive experimental system, professional software experimental training system, professional practice comprehensive training system, professional experiment and practice counseling system and professional experimental practice comprehensive evaluation system. Third, students' innovative practice platform. It includes successful innovation case reference system, innovation topic analysis and design system, innovation topic data query system and innovation topic teacher online counseling system.
First, the reality and feasibility of the construction of network information service system
The present situation of running colleges and universities puts forward realistic demand for the construction of network training platform. First of all, since the early 1990s, China has successively formulated and implemented the reform idea of "co-construction, adjustment, cooperation and merger" in the higher education system. Among them, the purpose of merger is to improve the teaching quality and school-running efficiency, give play to the complementarity of disciplines and scale benefits, and merge some colleges and universities according to local conditions. According to the "Merger of Colleges and Universities since 1990" published by China Higher Education Student Information Network, since the Ministry of Education published the document of 1990 merging Xi 'an Union University on June 2, more than 1000 colleges and universities have merged in China, forming a new round of more than 400 colleges and universities. The merger of colleges and universities makes multi-campus running a school a common phenomenon in colleges and universities. The reality of running a school in multi-campus determines that the construction of traditional training facilities has not adapted to the requirements of reality. It is of great practical significance to give full play to the advantages of the network and build a network training platform. Secondly, with the continuous enrichment and development of the level and mode of running a university, correspondence education and TV university education with distance teaching and open teaching as the main body have become one of the important ways to train talents in colleges and universities, and it is a realistic need to realize distance teaching and experimental training through network environment; In addition, the new round of higher education system reform has also brought a new situation of leaping development of colleges and universities. Since 1999, the enrollment of colleges and universities in China has increased year by year, from 1999 to1640,000 in 2009. It has become a common phenomenon that the campus area, experimental site and experimental equipment and facilities in colleges and universities are tense, and relying solely on the extension of the new campus is not conducive to the macro-investment of the country. It is a realistic choice for colleges and universities to build a virtual experimental training platform under the network environment and improve the knowledge content, information content and functional value of the unit campus.
At the same time, the superior resources and conditions of colleges and universities provide practical feasibility for the construction of online training platform. First, extranet, campus network and various types of local area networks constitute a network system with rich interaction inside and outside universities, which creates conditions for the construction of virtual laboratories in universities; Second, the information knowledge service function of university library has laid a solid foundation for the collection, storage, integration, enrichment and update of relevant materials, data and information in the construction of network training platform; Thirdly, the popularization of computer knowledge and skills of college students and the universality of using the network provide realistic possibilities for the construction and operation of campus network training system. Moreover, the construction and operation of the network training system avoids the shortage of physical laboratory resources and the limitation of opening time, which provides convenience for students to carry out training activities at any time. In a word, it is feasible to establish a network teaching and training platform in colleges and universities.
Second, the network information service system personnel training content
Practice and innovation ability is an important part in the process of talent training in colleges and universities, and it is the key to implement students' ability and quality education. The design of practical innovation ability training scheme must adhere to the following four principles: first, the principle of close integration with curriculum teaching plan; The second is the principle of overall systematicness; The third is the principle of continuity; The fourth is the principle of combining concentration with dispersed phase. According to the above-mentioned basic principles, the general idea of designing the training scheme for college students' practical innovation ability is: starting from the goal of "cultivating applied talents with practical innovation ability", determine the practical teaching content with both basic practice and comprehensive practice, both basic skill training and pioneering innovation, so as to achieve the goal of coordinated development of students' knowledge, ability and quality. According to the above principles and general ideas, the overall framework of practical teaching training scheme can be determined (Figure 4-8).

As can be seen from Figure 4-8, it is a complete system realization process of talent training and training from the beginning of a high school student entering the university to the end of his studies and leaving the campus to become a qualified talent. In this process, combining theoretical teaching, practical teaching and innovative ability training of a certain major or discipline is the key link of system operation. The focus of theoretical teaching includes the design of curriculum system, the renewal of teaching content and the reform of teaching methods, which constitutes the classroom teaching system of theoretical knowledge; With the gradual development of theoretical teaching, practical teaching includes theoretical knowledge verification experiment (including single course content verification experiment and comprehensive course content verification experiment), comprehensive experiment of subject professional knowledge (including professional knowledge comprehensive experiment and subject knowledge comprehensive experiment) and innovation experiment of professional ability and quality (including curriculum knowledge innovation experiment, practical application innovation experiment and scientific research innovation experiment) in turn. Different practical links undertake the mission of cultivating talents from knowledge to ability and comprehensive quality, and corresponding experimental systems and environments should be configured according to the purposes and requirements of practical teaching in different links. For the theoretical knowledge verification experiment, in order to deepen the understanding of professional knowledge, we should choose the simulation teaching software system closely combined with the teaching content; The comprehensive experiment of discipline and professional knowledge aims to make students fully understand and master professional knowledge and cultivate their practical working ability, and should choose the software system that is actually applied in social and economic activities; As for the higher-level innovation experiment of vocational ability and quality, the purpose is to cultivate students' development ability and innovation ability, and to develop software systems in combination with specific research topics.
Thirdly, the design of network information service system for talent training.
According to the contents and requirements of the above-mentioned scheme system for cultivating students' practical and innovative ability, we make full use of the functional advantages of university libraries in terms of network resources collection, storage and processing integration, reference and consultation, contact and cooperation, and build a network platform system for cultivating students' practical and innovative ability (Figure 4-9). The system includes the following five parts: ① Network virtual laboratory. According to the scale of users, multiple network virtual laboratories can be designed, each laboratory can be divided into different functions according to the experimental content and requirements, and students can carry out different training activities through different network laboratories; ② Teaching and training center. According to the functional requirements, this center is divided into teaching center, training center, examination and testing center and * * * enjoyment center. The teaching center is mainly used to meet the needs of course theory teaching, the training center is used to carry out various types of experiments and training, the examination and testing center mainly focuses on the evaluation of theoretical and practical teaching effects, and the * * * enjoyment center can open up off-campus training resources through inter-school * * * enjoyment; ③ Training platform. According to the division of functions of the above-mentioned teaching and training centers, theoretical teaching and training platforms, confirmatory training platforms, comprehensive training platforms, innovative training platforms, theoretical teaching and testing platforms, practical teaching and testing platforms and inter-school training platforms are set up in turn. Through these platforms, different teaching and training contents and functions can be modularized; ④ Training system library. According to theoretical teaching, experimental practice, examination and testing, innovative ability training, inter-school platform links and other aspects, a special system library is set up to meet the realization of different functions. Of course, this system library can design corresponding system libraries according to the actual needs of different colleges and disciplines, such as adding successful innovation case reference system library, innovation topic analysis and design system library, innovation topic data query system library, innovation topic teacher online counseling system library and so on. ⑤ Library network information guarantee system. It includes information collection and storage, information processing and integration, information integration and personalized service, information consultation and service cooperation, system maintenance and update. In order to give full play to the advantages of library network information and ensure the system analysis and design, database construction, system link, system maintenance and update of teaching practice platform.

Four, the network information service system construction and operation process should pay attention to the problem.
1. A teaching and training platform focusing on developing advantages, characteristics and basic disciplines.
There are many disciplines in colleges and universities, so the research, design and development of the training platform for students' practical innovation ability cannot be carried out in all disciplines. It is necessary to give priority to and focus on disciplines and majors with advantages, wide application and strong basic courses in combination with the advantages and characteristics of our school and the fields and scope of training contents of different disciplines and majors.
2. Realize resource sharing through inter-school alliance.
On the basis of the development and construction of training platform for students' practical innovation ability in various schools, through the network links between inter-school alliances and libraries, such as the establishment of network training platform system links for national and provincial quality courses, we can realize the sharing of superior resources, expand the application scale and scope of network teaching training platform in various schools, improve the utilization rate of school teaching practice training platform, and make the construction of school teaching practice training platform achieve twice the result with half the effort.
3. Pay attention to the division of labor and cooperation among various departments.
The planning, design, development, construction and operation of online teaching practice platform is a complex system engineering, which requires the joint action of school libraries, professional departments, experimental practice centers, modern educational technology centers and other relevant departments, and ensures close division of labor and cooperation from the aspects of system planning, analysis and design, collection and integration of network information resources, formulation of professional training programs, determination and requirements of content system for training practical and innovative abilities, and technical support for platform system design and development.
4. Pay attention to the enrichment, update and perfection of the system information of the school teaching practice training platform.
The implementation and operation of online teaching practice and innovative ability training platform in schools is a dynamic construction process. With the passage of time and the change of objective situation, its related structure and content need to be constantly revised, enriched, updated and improved to ensure the applicability and sustainability of the system, and to realize the continuous updating and upgrading of the system to adapt to the development of school students' teaching practice and training activities.
