Huanggu District Library is a county-level comprehensive public library founded by the state, and it is an academic social public welfare cultural unit that provides literature information services to the public. It is one of the platforms for cooperation, coordination, business research and communication among books, bibliographies and libraries in Shenyang. Huanggu District Library has always adhered to the service tenet of "readers first, service first", and opened six lending offices and reading rooms, including comprehensive book lending office, literature lending office, periodical lending office, audio-visual literature lending office, newspaper consulting room and multimedia reading room. There is also a counseling department and an editorial department, equipped with literature consultants, responsible for answering readers' inquiries and carrying out topic selection services. For the convenience of readers, Huanggu District Library implements open-shelf management, and the number of open-shelf documents reaches 100%, which is integrated with borrowing and lending. There are nearly 200 reading seats in the library. Huanggu District Library is open seven days a week, with an average opening time of 56 hours a week and an average of nearly 200 readers a day.
