Article 24 of the Regulations on the Supervision and Administration of Fire Protection in Construction Projects stipulates that only construction projects that require construction permits need to be put on record for fire protection design and fire protection acceptance. For construction projects that do not need to obtain construction permits according to law, fire protection design and fire protection record for completion acceptance can be omitted.

According to the second paragraph of Article 2 of the Measures for the Administration of Construction Permit of Building Projects (OrderNo. 18 of the Ministry of Housing and Urban-Rural Development), no construction permit may be applied for a building project with an investment of less than 300,000 yuan or a construction area of less than 300 square meters. Building (structure) projects include: construction, decoration and fitment of various buildings and their ancillary facilities, installation of supporting lines, pipelines and equipment, and construction of urban municipal infrastructure projects.
