Measures for the administration of earthquake early warning in Xinjiang Uygur Autonomous Region
Chapter I General Provisions Article 1 These Measures are formulated in accordance with the People's Republic of China (PRC) Earthquake Prevention and Disaster Mitigation Law, the People's Republic of China (PRC) Emergency Response Law, the the State Council Earthquake Monitoring Management Regulations and other laws and regulations, combined with the actual situation of the autonomous region. Article 2 These Measures shall be observed in the planning, construction, information release, supervision and management of the earthquake early warning system within the administrative area of the autonomous region. Article 3 The term "earthquake early warning" as mentioned in these Measures refers to the use of earthquake monitoring facilities, equipment and related technologies to send early warning information to the area before destructive seismic waves reach the area that may be damaged. Article 4 Earthquake early warning shall follow the principles of government leading, departmental cooperation and social participation, and implement the working mechanism of unified planning, unified management and unified release. Article 5 People's governments at or above the county level shall strengthen their leadership in earthquake early warning, establish an earthquake early warning coordination mechanism, make overall plans to solve major problems in earthquake early warning, improve earthquake early warning capability, and incorporate the planning, construction and operation management of earthquake early warning system into the earthquake prevention and disaster reduction plan of their respective administrative regions, and the required funds shall be guaranteed by the special funds for earthquake prevention and disaster reduction of the governments at the corresponding levels. Article 6 The departments or institutions responsible for earthquake work of the people's governments at or above the county level (hereinafter referred to as the competent departments for earthquake work) shall be responsible for the supervision and management of earthquake early warning work within their respective administrative areas.

The development and reform, education, science and technology, public security, finance, water conservancy, health, radio and television, communications and other departments of the people's governments at or above the county level shall do a good job in earthquake early warning according to their respective duties. Seventh encourage and support social forces to carry out scientific and technological innovation, product research and development, application of results, and participate in the construction of earthquake early warning system according to law. Eighth people's governments at or above the county level shall be responsible for popularizing earthquake early warning knowledge to the public, guiding, assisting and urging relevant units to do a good job in publicity and education of earthquake early warning knowledge and earthquake emergency evacuation drills.

Organs, organizations, enterprises and institutions shall, in light of the actual situation, carry out earthquake early warning and emergency drills and publicize knowledge.

The village (neighborhood) committee shall, according to the requirements of the local people's government, assist in the popularization of earthquake early warning knowledge and earthquake early warning emergency drills.

Newspapers, radio, television, internet and other media should carry out public welfare publicity of earthquake early warning knowledge. Chapter II Planning and Construction of Earthquake Early Warning System Article 9 The competent department of earthquake work in the autonomous region shall, jointly with relevant departments, formulate the construction plan of earthquake early warning system in the autonomous region according to the national planning and technical requirements for earthquake early warning system construction, and organize its implementation after being submitted to the people's government of the autonomous region for approval. Tenth autonomous region earthquake early warning system construction planning should include earthquake early warning monitoring station system, communication network system, information automatic processing system, information release and dissemination system, technical support and security system. Article 11 The state and city (prefecture) administrative departments in charge of earthquake work in the planning area of earthquake early warning system construction shall, jointly with relevant departments, organize the preparation of the implementation plan of earthquake early warning system construction in their respective administrative areas according to the planning of earthquake early warning system construction in the autonomous region, and organize the implementation after being reported to the competent department of earthquake work in the autonomous region for approval. Article 12 The competent department of earthquake work in the autonomous region shall, according to the construction plan of earthquake early warning system in the autonomous region, organize the unified construction of earthquake early warning system in the whole region, and the competent departments of earthquake work at the state, city (prefecture) and county (city, district) shall assist in the related work of earthquake early warning system construction.

To build an earthquake early warning and monitoring network, we should make full use of the existing resources of various earthquake monitoring stations and avoid repeated construction. Thirteenth earthquake early warning system construction and operation of software and equipment, as well as related technologies and applications, should comply with national standards and industry standards. Fourteenth earthquake, railway, petrochemical, water conservancy and other departments and units should strengthen cooperation and promote the construction of earthquake early warning information receiving and disposal systems for major projects such as high-speed railways, petrochemicals, mines and reservoirs.

Construction units of major projects can also build special earthquake early warning systems as needed. The construction unit shall report the construction of the special earthquake early warning system to the competent department of earthquake work in the autonomous region for the record. Fifteenth earthquake early warning stations (points) built by social forces and the special earthquake early warning system built by relevant units can be included in the earthquake early warning system of the autonomous region to realize information sharing if they meet the national early warning construction plan and related technical requirements. Article 16 The competent department of earthquake work shall give priority to installing devices for receiving and broadcasting earthquake early warning information in schools, hospitals, railway stations, airports, stadiums, theaters, commercial centers, museums, libraries, tourist attractions and other crowded places in key earthquake monitoring and prevention areas, and provide services for establishing emergency mechanisms.

The user is responsible for the operation and maintenance of the earthquake early warning information receiving and broadcasting device. Seventeenth after the completion of the earthquake early warning system, it should go through a year of trial operation. After the trial operation is completed and accepted by the competent department of earthquake work of the state or autonomous region, it can be officially put into operation. Chapter III Release and Disposal of Earthquake Early Warning Information Article 18 Earthquake Early Warning Information shall be uniformly released by the competent department of earthquake work in the autonomous region authorized by the people's government of the autonomous region.

No other unit or individual may release earthquake warning information to the society in any form.
