What we encounter in our daily work is mostly a combination of complaints and reports, which are reflected in the main forms such as telephone calls, assignments from superiors, letters or visits, and individual complaints are the same as those of news departments. In order to protect personal interests and safety, complainants usually complain or report anonymously, sometimes the situation is unclear and the address is not detailed, so it is difficult to verify the investigation [1]. Many whistleblowers demand to support their claims and recover losses. Due to the different social background, cultural level and their own situation, claims are often quite different, which increases the difficulty of coping and handling. At the same time, because some complaints and reports have many links and take a long time, they are easy to cause dissatisfaction among the parties, which not only affects the quality of work, but also causes unnecessary negative effects. In my opinion, health supervision institutions should integrate the scientific concept of supervision into the response and disposal of complaints. On the premise of establishing and improving the petition system and handling procedures, we should use comprehensive management means to grasp the three links of acceptance, investigation, handling and feedback, further improve the service level and quality, truly realize and safeguard the fundamental interests of the people and ensure their health and safety. 1 Scope of Acceptance 1. 1 Scope of Acceptance Read and analyze the contents of the complaint reporting materials carefully, determine the scope of acceptance, focus on those within the scope of duties, and find out the laws and regulations involved in the complaint reporting materials, so as to be orderly and targeted and prevent one-sidedness and blindness. Health supervision is a law enforcement agency, which is different from service agencies such as the Center for Disease Control and Prevention. Only with clear legal provisions can it be accepted, and there is no superior order. Generally, it can't be accepted by referring to or comparing laws and regulations, and it can't serve law enforcement because it is familiar with health knowledge. When accepting, we should also take the initiative to understand the whistleblower's demands, so that their complaints and demands (claims have priority) are under the jurisdiction of this organ, and can only be accepted if there is no important overlap with other organs. 1.2 seemingly simple, the acceptance of humanistic care reports and complaints is the key link for health supervision institutions to communicate with the parties, resolve conflicts and solve problems. In most cases, when health or services fail to achieve the expected purpose or cause other problems, the parties are often emotional and extreme in speech. Some people are not only dissatisfied with the object of their complaints, but also with the health supervision institutions, which makes it more difficult to solve problems and resolve contradictions. In my opinion, the receiver must strive to establish a good trust relationship with the complainant, so as to facilitate the smooth progress of the work. Therefore, the accepting personnel must have good political and professional quality and the ability to deal with complex problems, listen to the complaints of the parties patiently and carefully, keep records carefully, and sincerely understand the relevant situation, so as to gradually relieve their mental stress and enhance their trust in health supervision institutions. The accepting personnel shall fully inform the parties of the investigation procedures so that they can cooperate with the relevant work. Do a good job in classifying and inquiring journal articles in the journal library, at the same time, care and take care of the injured parties, give some necessary explanations and guidance to the applied medical and health-related knowledge, eliminate the tension and fear of the parties, strengthen their health and safety awareness and enhance their self-protection ability. 2. In order to better meet the requirements of health supervision under the new situation, we should further carry out the investigation of complaints and reports, carefully handle every phone call and letter, ensure that complaints and reports are echoed, strengthen supervision and law enforcement in view of the hot spots of complaints and reports from the masses, perform health supervision duties, protect people's health and safeguard the legitimate rights and interests of the masses.
